| In recent years, great progress has been made in our safety production work. But we are still facing serious problems as the obstacles in our development. The frequent accidents and serious occupational harms have resulted in great economic loss and made against the social security. The deficiency and improper structure of safety input are considered to be the main reasons.In an enterprise investment how to coordinate production input and safety input relations and seek enterprises’benefit maximization, has become an important subject the social concerns for. Around the issue, this paper will introduce marginal benefit theory, the use of qualitative analysis combined with quantitative analysis, a combination systems analysis method of normative analysis and empirical analysis-depth researching the theory, methods and means of safety input.In this paper, an enterprise general input-output optimization model and an enterprise safety input-output optimization model are established based on marginal benefit theory. The gross and structure of safety input are established, after analyzing the entire marginal benefit of enterprise. Evaluate the risk of enterprise combined with the character of safety input-output. The concept of marginal risk is introduced in this paper according to the base marginal theory. The risks are controlled at the same level and the optimization is obtained under the application of the marginal benefit theory, while rational strategies of risk management are established according to risk of preference, sustainability and the actual distribution of the enterprise.Lastly, in this paper, a hydropower station is researched empirically in safety input. Practical results indicate, the model in this paper is feasible, and has a direct and important practical significance for the promotion of enterprises to improve the scientific safety input. |
