Based on the definition of the connotation of safety input mechanism in coal mines and theframe system, the intrinsic relationship between safety input, safety and safety benefits was pointedout by using safety economics analysis in this thesis. Four development stages of China’s coal minesafety input mechanism were summarized and analysed, and four factors influencing thedevelopment of the investment mechanism of coal mine safety were proposed. Three group gamemodels of central government and local government, local governments and coal enterprises, coalmining enterprises and workers were constructed by utilizing the game. The internal mechanism ofthe main factors of safety input mechanism of coal mines was analysed. On the basis of a singletask and multi-tasks principal-agent model of government and coal mine enterprises, the incentivecompatibility mechanism between government and coal mine enterprises was built by using theprincipal-agent theory. With the help of data envelopment analysis and Tobit model, the coal minesafety input efficiency evaluation model was established, whose research objects is the coal minesafety situation of provincial level and enterprise level. According to the empirical analysis, theaction mechanism of coal mines’ safety input efficiency by the components of safety inputmechanism were revealed. Finally, policy recommendations on the development and improvementof safety input mechanism of China’s coal mines were presented.
