In recent years, China's production safety situations improve gradually by the concerted efforts of the government and coal enterprises, but major accidents still occur. It is generally agreed that insufficient safety input is one of the important reasons. In order to make our country's coal mines safety to realize a favorable turning fundamentally, it is necessary to optimize the allocation of the insufficient security input, guaranteeing a scientific,rational and efficient input. Therefore, the study of safety input optimization is the main guarantee of the coal industry's continued,healthy and stable development.In this paper, I propose the concept of safety input from the point of the coal mine's long-term development. The concept bases on safety economics and safety input composition. It can be divided into six parts. Meanwhile, a mine safety input model is also established in the paper. Basing on System controllability and safety assessment study, the paper carries on research on the assessment of safety controllability, and also to analysis the control of input and the difficulty levels of the controlling of production risk. The controllability of mine safety is divided into five grades.On the existing basis of safety input optimization analysis, the main body of the paper adopts Cobb-Douglas production function to optimize the coal mine safety. In accordance with the ground and sign of safety input optimization, combining with our country's current situation and estimation of safety controllability, the appropriate priority of coal mines safety is raised in the paper.In a state-owned coal mine application, the coal's safety controllability was estimated to be at the level of"A"by fuzzy quality synthetic evaluation method. According to the dynamic analysis of security inputs and historical analysis, the coal planed to invest 3.6 million$ in 2009, it optimized the input items by using Cobb-Douglas, and then obtained the distribution ratio of all the input items. Judging from the application effect, the safety input optimization based on safety controllability evaluation is possessed of rationality and reliability. It provides theoretical basis for the decision of coal mines safety input.
