In recent years, work injury accidents happened frequently, and the security situation is still far from being satisfactory. Analysis shows that the relative scarcity on investment in our security,the weak sense and irrational allocation of safety input is considered as one of the major reasons on frequent accidents. In some enterprises, the inputs in manpower, material and financial resources are obviously insufficient. There exist fallen behind technology, outdate equipments, scarce safety facilities and safety education and poor staff safety awareness est. In order to achieve fundamental improvement in domestic safety situation, it should be improving the safety input mechanism of enterprises, ensuring the scientific, rational and efficient safety input and strengthening the foundation of safety. The current decision making method of safety input on is still in infancy. In this paper, basd on risk management, safety economics, and the theory of stochastic programming is applied to the research on decision-making methods of enterprise safety input to seek the reasonable safety input distribution solutions.First of all, the paper summarizes the development profile of the domestic and international safety input, meanwhile it undertakes research into safety input fundamental theory (concept, characteristic, source, classification, benefit on safety input) and accident risk estimate, which provide the theoretical basis for the establishment of safety input model . Secondly, the stochastic programming theory is introduced, and according to the stochastic of the accident loss is proposed based on stochastic programming model for risk measurement. There for define, character and arithmetic of CVaR risk measurement is studied, and consider the CVaR model is reasonable.And then, the relationship between accident loss and safety input is studied, CVaR risk measurement method is selected for risk assessment , as well as the stochastic programming model of safety input decision-making is proposed.Finally, the proposed decision-making model is applied to the enterprise ,according to the existing and relatively mature safety input measures ,verifies the scientificity and rationality of the measure which is put forward in this paper, so as to provide a reference to the security management and decision.
