| Ports are playing an important role in foreign trade,and it’s especially thriving under the background of economic globalization.With the fast development of ports,the pressure of ports production is growing.But no matter how the ports developing,the safety problems are always on the top of the desk.With more and more attention to safety control,the nation is putting more resources to ports safety.It’s no doubt that the safety input will improve the production condition and reduce the accident,but there will be a limit of safety input.So it’s clearly that the safety input will guarantee the production safety,but we should also concentrate on the output.This article focuses on how to input resources safely and get the best results.The main parts of this article are as follows:1)On the base of the Human Machine Environment System Engineering Theorycombining with the relevant researching results,this articlebuilts the safety evaluation hierarchystructure.By applying the Fuzzy Set Theory to solving of Bayesian network node probability,A port safety index calculation model based onBayesian net model is founded.And this model obtains the quantitative index of port safety by using GeNIe.Ports safety input mainly acts on the node of port safety evaluation model,and then further infects the safety index.So the quantitative safety index is the foundation of the researching on safety input effect.2)Based on port safety evaluation structure,this article makes the elements of port safety input clear and makes the relationship of safety index and safety input be quantitative.To further illustrate the relationship between safety input and safety index,the author applys the BP-ArtificialNeuralNetwork tofounding the relationalmodel between safety input and safety index in order to analyze the influence of these two elements.Based on the model,the author finds out the optimal proportion of safety input from the angle of the maximization of safety index.3)This article calculates the comprehensive output of port safety input by using the contribution rate of safety economy and the calculation method of expected loss of accident.To further illustrate the effect of safety input,the author constructs the expression of safety inputfunction,safety index function and safety input functionwith the foundation of safety index.Under the condition of best benefit of safety economic by solving the Safety economic benefit function.,we found that the optimal safety index is 7427. |
