The chemical production occupies very important position in industry and resident's daily life. However, for use a large a mount of inflammable, explosive, poisonous and strong corrosive raw materials, more and more accidents, such as explosion, fire and poisoning take place in the course of producing, storing, transporting, and so on, the endangerment becomes greater and greater. So study the occurrence, development, prevention and cure mechanism of typical accident in chemical industry, build accident simulation model, and develope prewarning and emergency response system are very important for establishment and perfection of society disaster prevention system and improvement of society succor abilities under emergency.This paper focuses on the major accidents in the chemical industry, include leak, fire and explode. The models for simulation and evaluation of accident consequence of these accidents and methods to divide the dangerous area under these three kinds of accidents have been given. Contra posing the method of choosing the best route when evacuating and rescuing in major accidents, a new method of the route select has been put forward.The theory of geographical information system has been studied, the existing GIS system software has been compared with each other. MapInfo has been chosen as the GIS platform for developing major accident prewarning and emergency response system, and the development mode based on this platform has been picked out. Besides, by combining accident models and best route algorithm with GIS system, the accident prewarning and emergency response system model based on geographical information system has been developed. In this research the most advanced technology in the field of accident analysis and simulation (numerical simulation technology) and GIS technology have been adopted. The occurrence mechanism and influence factor of accident have been studied, and the serious accident characteristic model has been put forward. The numerical simulation models for fire, exploding and poisonous substance leakage accident have been put forward, and the software of calculating has been worked out.The serious accident prewarning and emergency response system has been developed,it can simulate the accident and ofer decision support for Preventing accident and emergency response and rescue.
