With Chinese chemical industry is being developed,it.damaged to the ecological environment seriously and aggravation of environmental pollution, a lot of sudden water pollution accidents took place in chemical production process, especially non-ferrous metal smelting, production of pesticides, fertilizer, petroleum chemical industry, its raw materials, intermediates, by-products, finished product, tailings and the risk of toxic chemicals may exist in different degrees of sudden water pollution accident risk in the mining of raw materials, production, storage, transport and use process, a direct threat to human health, a damage to the ecological environment, while the impact of development in economic and social The environmental safety problems which sudden water pollution accident led to have caused our much attention. At present Chinese sudden water pollution accident has entered the peak period, so do the sudden water pollution accident prevention, emergency investigation and emergency handling work, monitoring of ecological restoration, establishing a rapid and effective emergency response management system and accident emergency response mechanism, utmost ground reduce pollution to the ecological environment destruction, maintaining ecological balance, the protection of people’s lives and property safety, Promote economic sustainable, stable development has very important significance. He Jiang River is a typical example.Achieved breakthroughs in environmental risk appraisal, early warning system, emergency monitoring, compute hydraulics and water quality simulation, In recent years and so on, try to build river sudden water pollution emergency system. This paper focuses on the following aspects of the work:(1) Analyze the characteristics of sudden water pollution accidents in detail,such as uncertainty of space-time, polluted range and suffer objects, arduousness in dealing with those, long time harm on environment, expanding along the basin and unclearness of urgent response subjects;(2) Study the sudden water pollution accidents early-warning mechanism from hazard resources distinguish, risk appraisal and events prevention, special attention has been played to the environmental factors influencing pollution accident development, such as hydrology, weather, topography, etc.(3)Referring to the mechanism of other fields’emergency response, the author studies the water pollution accidents emergency response system, including emergency response principles, organizations, ability evaluation, processing, and classification dealing with methods, and so on.(4)In this paper, the principle and target of emergency response preplan are expounded, and the basic elements of the preplan are also analyzed in detail.(5) Taking the He Jiang contaminant pervasion early-warning system as example, this paper introduces the process of establishing sudden water pollution accident system particularly, such as risk appraisal, pollution early-warning program design, database design, emergency response preplan design.At last, based on the full text, the author points out there are still some aspects needed to be perfected further, such as technical support, simulation model and system application, etc.
