In order to meet the needs of development,China has implemented industrial concentration planning,and the rapid development of industrial parks has led to the overlapping of various types of accident hazards and security risks;industrial clusters are continuously approaching crowded areas.Forcing our country to become a modern country in emergency management.These include: the modernization of the emergency management system and the modernization of emergency management capabilities.Emergency response capability is a vague concept and it is not easy to quantify.This paper aims to study the quantification of emergency response capability.Through simulation software and the combination of AHP and fuzzy comprehensive evaluation,the enterprise and park emergency response capabilities are analyzed.This paper identifies and grades three major hazard sources for three hazardous chemical companies.Simulation software DNV-GL and MATLAB are used as the basic tools to simulate the consequences of accidents.Target criteria have been formulated based on relevant laws and regulations and emergency management systems.The following three-level indicator system includes five I-level indicators,15 II-level indicators,and48 III-level indicators.The assessment of the emergency response capability of enterprises and parks is conducted by using a combination of analytical hierarchy process and fuzzy comprehensive evaluation.In this paper,the index evaluation grade is set to five,and finally the semi-quantitative evaluation results of the indicator layer and the target layer are obtained,and the emergency response capabilities of the three companies are quantified.Through the analysis,it is concluded that the three companies have low ratios of emergency response capabilities and weaknesses in the emergency response capabilities of target-level enterprises.Therefore,individual and overall emergency response capabilities need to be improved.In response to the proposed control measures,the company mainly includes two aspects of engineering technology and management measures,and proposes measures for safety supervision from the perspective of the park.
