Study On Assessment Technology Of Urban Accident Emergency Capability

With the continuous advancement of urbanization in China,the overall characteristics of emergencies are more frequent,more complicated and more serious.As the focus of emergency management department,the emergency work of natural disaster and accident attracts much attention.Natural disasters occur frequently in China since ancient times,and the construction of natural disaster emergency response capacity system is relatively perfect,while the construction of accident emergency response capacity system is relatively backward.Therefore,it is very necessary to evaluate the emergency response capacity of urban accident,which is also of great theoretical significance and practical value.However,it is of great significance to accurately evaluate the level of emergency response capacity of a city,analyze the problems and shortcomings of emergency response capacity construction,solve the problems and make up the shortcomings,strengthen emergency response capacity construction and improve the level of emergency response capacity.Therefore,this paper conducts research on the assessment technology of urban accident emergency response capacity.The specific research contents are as follows:In this paper,the research background,questions and research significance of emergency capacity assessment are described.Through the review of domestic and foreign research status,it is found that the existing research has problems such as single assessment object,strong subjectivity of assessment process and results,and the technical route of this study is clarified.This paper expounds the concept,characteristics and common types of urban accident,and defines the basic concepts of emergency capacity and emergency capacity assessment on the basis of the existing emergency capacity assessment concept.In accordance with the principle of index system construction,the index system of urban accident emergency response capacity assessment was constructed and optimized,and the variable scale design of the index system was carried out based on the different responsibilities,objectives and tasks of emergency management departments at different levels of cities,districts,counties and towns(street).Choose the optimal method(BMW)to calculate the weight,emergency response capacity is measured on a percentage scale,and calculate each index standard score,key indexes,construct the index evaluation rules,the combination of capability maturity model(CMM)the critical index score standards formulated the emergency ability level hierarchies,established a set the over-reliance on emergency capability assessment model of experts,An evaluation system was developed.Apply evaluation system to Shen Zhen Fu Tian street of emergency capability assessment,evaluate Fu Tian street emergency ability level for good grades,However,some indicators scored low,discovered the airdropping street emergency capability construction weaknesses and put forward corresponding suggestions,targeted for Fu Tian street to strengthen the construction of emergency ability to play a positive role.
