Study On WebGIS-Based City Major Accident Emergency System

With the progress of economy and society, city's scales and functions increasingly enlarge and are complex. Its hidden troubles and risks in safety continually increase. People and belongings must be damaged badly, if accidents take place. At the same time, the development of economy and the stabilization of society are affected badly. And so, study on the city major accident emergency system haves important society's practical meanings.This paper studies the major accidents in city;they are leak, fire and explode. The models for simulation and evaluation of accident aftereffect of these accidents and methods to divide the dangerous area under these three kinds of accidents have been given;choosing the best route when rescuing and evacuating in major accidents, a new method of the route select has been put forward.By analyzing the theory and the correlative problems of WebGIS, WebGIS developing platform has been choosed;Besides, by combining accident models and best route algorithm with WebGIS system, city major accident emergency system based on WebGIS has been developed. And applied example has been presented. The decision support for preventing accident and accident emergency rescue is offered in the paper.
