A Case Study Of Danling In Sustainable Management Of Rural Human Settlements

As an important part of public affairs in rural areas,the governance of human settlements has caught more and more attention by the Chinese Government in recent years.Since 2015,the government has put forward to improve the rural environment and reform the rural construction.The "first document",sighed by the Central in 2016,proposed the action of the rural habitat environmental improvement,the Construction of Beautiful Village and the five-year action plan of household waste management in rural areas.In the 2017 central first document,it proposed that we should deepen the governance of rural human settlements and the construction of beautifuland livable village.But the status quo is the difficulty to consolidate the achievement by the previous efforts in China.The non-sustainable effect leads to the great financial pressures on the government,the difficulty to realize self-administration in villages,the slow process of urbanization,etc.The crux of the problem is that insufficient attention has been paid to the role of the government and the dilemma of collective actions in the governance of rural human settlements.The government of the Dangling County constantly improved their governance pattern of the rural human settlements in January 2011 on a pilot.Through about 6 years,they have formed the three-class management and the tripartite supervision by the government,the villagers and the contractors of waste management.In the view of the the sustainable governance of the rural human settlements,the case pays more attention on the daily operations and household waste management which ask for more sustainability in the paper。Taking the Dangling pattern as the case with extensive field research,on the basis of scientific and reasonable design of political system,long-acting and diversified fund raising and specialized technical guidance,they have fulfilled the condition of sustainable governance.By trust mechanism,incentive mechanism and supervision mechanism as the inner centripetal force,driving force and constraining force of the diversified governing subject,they have realized self-adjustment and sustainable development.Providing power system for the governing subject by the external conditions and inner mechanism,they have realized the integration and development of the government,the market and the society,created a new model of sustainable governance of the rural human settlements.
