One important principle of cadastral management is to ensure consistency and systematic of cadastral information. Yet for some reason, many counties or cities in China have built independent urban and rural cadastral information systems. These systems are independent of each other, forming "information islands ", which to some extent affected the consistency and systematic of cadastral data, and become one of the problems to be solved.With the development of network technology and the improvement of economic level, cadastral information system architecture began to slowly upgrade from the LAN-based C/S model to the Internet-based B/S mode. However, because of the problem of weak client and inadequate rendering expression, the traditional B/S mode cadastral information system cannot completely replace the C/S model system. How to enhance the functionality and performance of client has become another problem to be solved in cadastral information system.This paper studies these two issues mentioned above, the main contents are as follows:1. For "information island" problem, this paper analyzes differences in the two systems, and proposes to integrate these two systems into a unified system from the database level based on the study of system integration technology.2. Reference to the Federated database system theory, this paper proposes a federal cadastral data organization and management model, which store cadastral data in distributed storage, in the mean while, keep the integrity and consistency of cadastral spatial data. A classification authority allocation strategy is designed to control user access permissions to cadastral information resources, and achieve multi-level cadastral data access.3. For the weak client-side functionality of traditional B/S mode system, this paper design rich client cadastral information system architecture based on the study of Rich Internet Application (RIA) technology. The design and deployment of some key services is discussed in detail. To reduce the impact of network transmission to the performance of the whole system, the clients is split and download dynamically.4. A prototype system is realized using ArcGIS API for Silverlight in the.NET environment, which verifies the contents of this paper.
