With the high development of economic construction and the deepening reform of land using system, urbanization increased rapidly, and brought about the expansion of urban land. In the process of urbanization, how to plan rationally, save land resources, manage land resources scientifically is directly related to the sustainable development of human. As the basis of land management, cadastral management is very important. In these aspects that how to organize and manage massive cadastral data, updating and maintaining data, inquiring the historical cadastral data, and forecasting the trends of land use in future, the traditional cadastral systems become increasingly powerless. With the development of GIS technology, TGIS can implement to storage and manage cadastral data, inquire the historical cadastral data, and realize to track and analyze the cadastral data. It will become the trend of cadastral management. In daily work of land management, for the rapid development of science and technology in society, the traditional, inefficient and simple "people to people" work pattern gradually becomes more and more awkward. With the development of computer technology and network technology, people eager to that can complete work in the network as much as possible, to reduce the waste the time and energy in the course of human transmission, but also to reduce unnecessary paper-based information process. And it can be formed an efficient, convenient, fast online automated office ultimately. Thus, workflow technology appeared in this context. To make seamless integration between workflow technologies and TGIS technology, it is the need of cadastral management and also is the basis of realize to manage cadastral data scientifically and efficiently in the future.Based on summarizing and analyzing previous work on TGIS and workflow technology, combined the current situation of cadastral management and the theoretical knowledge which was study in undergraduate and graduate, this paper discussed and analyzed TGIS technology and workflow in cadastral management. And by using the practice examples that did in the land department, the exploitation of prototype system that TGIS and workflow technology in cadastral management seamlessly is work done. The main content of the research have three areas:(1)Build an operating easier, efficient spatial and temporal cadastral database based on the cadastral data of Beibei.(2) Establish workflow model of cadastral management by analyzing the principles and methods of Workflow Management System.(3) Design and found cadastral information management system.First, this paper discusses the concept and development of TGIS and workflow technology, as well as their application in daily transport, water, land, urban planning, population and other areas, and the existed key issues. To conclude their development history, current status and development trend, and based on corresponding theoretical basis, this paper focused on probing the spatial and temporal data model involved in TGIS, especially making a depth analysis of the ground state correction model and the extended model. On top of that, this paper analyzed the steps of the database design-conceptual design, logical design, physical design, and established the temporal cadastral database. Followed by a detailed analysis of the role of TGIS technology in cadastral management, and combined with the workflow technology and actual situation of cadastral management work, this paper explored and builds the workflow model in Cadastral Management. Finally, taking the cadastral data of Beibei as data basis, there is founded a temporal cadastral information system to verify the research on the above. It implement that status data's query and analysis, historical data's archiving, as well as tracking analysis of status data and historical data, by selecting component development method, using ESRI's ArcObjects control and SQLServer database as a platform and using the ArcSDE as the engine of spatial and temporal cadastral database, and in VB6.0 development environment. The experimental results show that the cadastral management information system which is built by taking proposed relational database as the basic storage tools, taking ArcSDE data access model as interface, and combining with TGIS technology and workflow technology, can effectively reduce data redundancy, and express the spatial and temporal nature of cadastral data and high efficiency of office automation truly and image. This is a valuable way to study further.
