The geographical information system is a new interdisciplinary of science which incorporating information science, the space science, geosciences and computer science into an organic whole. As one of the crucial means, it promotes the information society development. In recent years, with the rapid development of technology of the computer and network communication technology, GIS technology has made considerable progress, and it is used generally. Therefore, in support of GIS, developing and applying Environment GIS not only can acquire, store , manage and display of various environment information, but also can achieve effective supervising, simulation , analyze and evaluation of environment .The paper discusses the development methods of GIS and the development approach which based on ComGis. The paper investigates the excellent and application of the component technology and component GIS. The paper introduces the composing function and characteristic of SuperMap Object, studies the current domestic or overseas component GIS, determines the developing environment and tools according with the project's requirement. The focus of this paper is to discuss the information system of database environment of A' kesu in Xinjiang based on ComGIS. It discusses the process of design and development for the whole system and relative technology, which includes systematic user interface, systematic requirement, systematic structure design, systematic developing mode, and software and hardware configuration and so on. Using of development mode that combines object oriented developing tools C# and controls, tools, libraries offered by SuperMap Object, fulfills the functions such as map displaying, map operation, data management and Inquiry. Construction of the system use visual developing tools, and make the best of the functions of map operation, data editing offered by SuperMap Object, it greatly raised the efficiency of the system development. The system is universal, transplantable, security and extensible, and it has a nice interface which can be operated simply. Otherwise, the system adopted the Geodatabase spatial data model to organize and manage the spatial data. This data model can solve the storage and the relationship between the spatial data and the property data. The developments of system give a reference to developer of GIS.
