| With the rapid develepment of the city construction, large-scale topographic maps have been more widely used in many departments of cities, such as planning, city constructing, house property, municipal administration, etc. As the data producer of large-scale topographic maps, each surveying department has more and more topographic map sheets. Organizing, managing, inquiring and searching topographic map sheets data more effectively in order to facilitate routine works is becoming an urgent problem of all surveying departments at present.Sui Ning Reconnaissance and Survey Institute mainly responds for the work of large-scale topographic map surveying in Sui Ning city and its surrounding regions. Routine work of data updating and distribution is rather inconvenient due to lacking effective managing tools for topographic map sheets, which causes much trouble to its routine work.In view of all these problems, the author of this paper has begun research and construction of the management system for topographic map sheets since September of 2003. Centred on the construction of the topographic map liabrary management system, the main research contents of this thesis are as following:(1) Common constructing methods of topographic map liabrary management system are discussed, and advantages of these methods and deficiencies existing are pointed out.(2) Feasibility research on system construction method taken to plan is carried on, including: constructing topographic map liabrary management system with ComGIS which represents GIS trend at present; adopting ActiveX AutoMation technology to integrated topographic map liabrary management system and topographic map data producing platform.(3) Overall design is proceeded according to the goal of system, including technology background introduction of system development, the system function and the database design.(4) Development and realization of topographic map liabrary management...
