| Since the human society enters the 21th century, the information technology has permeated into all fields of the world at an unexampled speed. In the tide of digitalization and information in all trades, our country's "Digital Territory" project has received considerable development as a part of national spatial data infrastructure. Under the great background, this paper clarifies the method to build the county level land-use database. The main content of the paper is as follows:(1) Among the summary, the background, the purpose, the meaning, domestic and international research dynamic status of this subject are clarified. At first, the relevant concepts and the background of Digital Earth, Digital Territory and COMGIS is introduced. Then, the progress of land information system construction and digitalization geographical information at home and abroad is analyzed. Based on them, this article elucidates the meaning and foundation of the county level land utilize database.(2)C0M is analyzed and introduced in this part. Characteristic of COM, implementation of COM, interface of COM, COMGIS, are introduced in detail, advantages of establishing a COMGIS based on ArcGIS combined with COM technology is introduced.(3)A symbol library of map in the land-use database is designed, the design of point symbol, line symbol, polygon symbol, is introduced separately, how to call the symbol library with program is introduced in the end.(4)Acquisition of vector data and attribute data is introduced in detail. At first, survey of study region is introduced, including physical geographic survey and the social and economic conditions; then acquisition of vector data and attribute data is introduced in detail, including registration of remote sensing images, acquisition of vector data, acquisition of attribute data.(5) Editing and processing of vector data and attribute data is introduced.
