A heavy earthquake of level 8.0 broke out in Wenchuan, Sichuan province, China, in May 12, 2008, with the loss of over 80,000 lives and 845.1 billion yuan RMB caused directly. After the earthquake, the government took the measures of emergency in large scale, but a problem has been found that the former instruction of emergency preplans is not suit for the dynamic case. This paper is to solve this problem, using the theory of project management and provide an advice of emergency management informationization for the government.This thesis contains seven chapters, studying on the topic in three aspects. First of all, a great deal of domestic and overseas information is collected and the differences between developed countries and China are summarized. Secondly, an innovative means is introduced, performing emergency management with the theory of project management, and proving the necessity and feasibility of this method. After that, emergency management is informationized on Primavera, an advanced system of project management, which is another innovation of this thesis. Finally, the emergency management of earthquake occurred in Wenchuan is simulated on Primavera, analyzing the schedule, resources and cost, coming to a further optimized result. It should be emphasized that this result ought to be tested before being used to instruct emergency management.There are few researches in the field of earthquake emergency management, because all the former instructions were made by the government staff. The author of this paper regards emergency management as a part of project management and carries it into execution on Primavera.
