The Construction Of Materials Information Management Platform For Guarantee And Decision Of Earthquake Emergency Rescue

Earthquake emergency rescue is the main method to reduce the damage caused by seismic hazard.Earthquake emergency rescue materials refer to all kinds of equipments and tools that earthquake rescue team can use and equip with for implementing the earthquake emergency rescue action and they are the material basis for earthquake emergency rescue.Due to the great variety and complex composition of the materials,it requires the pre-earthquake management on the materials should be in highly effective order,so as to provide support for earthquake emergency rescue action in time.Currently the seismic hazard rescue management in China just follows the principles of: the implementation with unified governmental decision,division of labor with individual responsibility and mutual collaboration among each sector according to the decision and functions;unified allocation of earthquake emergency rescue materials by taking local government as the main role according to the unified organization and commands based on administrative areas.However,at present period the local management departments of earthquake emergency rescue materials in China take charge of their own materials independently,and there's no such unified management methods and platform for all these materials.The informatization and standardization degree is quite lower.Thus the material data in different departments cannot be treated as the unified data source for management,utilization and analysis.This also causes the problem that the government cannot strictly master the quantity,distribution of earthquake emergency rescue materials in different areas,so that to bring the influence on allocation and scheduling efficiency of the materials and earthquake emergency decision accordingly.Aiming to such problems,in this article it carries out the solution of "data resource utilization","business standardization" and "service intelligentization".The goal is that,through the integration and analysis on those earthquake emergency rescue materials under the management of local government,to abstract the characterized abstract information for describing the materials in unity,then to establish the information database of earthquake emergency rescue materials,so as to realize the goal of data resource utilization for the materials.On this foundation,it can consider the requirements of each department on the management of earthquake emergency rescue materials comprehensively,to design the standardized material business procedure,then to implement the standardized management work.Furthermore,it can analyze and dig the resourceful data of the materials,to provide the intelligentization suggestion for earthquake emergency rescue decision.By combining above three aspects,it can change the current situation of the dispersed management on earthquake emergency rescue materials,to achieve the informatized and standardized material management process,so as to provide the convenience for information sharing and collaborative allocation among different departments with the materials,and provide the intelligent service by utilizing relative statistical analysis information,so that to make more effective and reasonable decisions on material allocation and distribution,to maximize the strength of limited rescue materials accordingly.Currently the achieved research results are as followed:1)The construction of information database for earthquake emergency rescue materials: by abstracting and classifying current earthquake emergency rescue materials,to extract the description information in 6 major categories: general information,material ownership information,material attribute information,earthquake emergency rescue response information,associated information of warehouse and assistant information of platform in total 47 tables.Those information can provide the unified and comprehensive description of the materials manged by the corresponding management departments all around China,so as to realize the "data resource utilization" of earthquake emergency rescue material.2)The construction of integrated management platform on earthquake emergency rescue materials: on the fundation of established information database on earthquake emergency rescue materials,and based on B/S structure,it uses the design mode with the separation of front end and back end,to research and build the integrated management platform for the materials.This platform mainly includes 10 functional modules: department management,user management,manufacturer management,cooperator management,material's basic information management,warehouse management,inbound management,outbound management,inventory management and statistical analysis module,to provide the standardized and normalized material management process and sharing mechanism,so as to realize "business standardization" and "service intellectualization" of the management on earthquake emergency rescue materials.The platform has been depolyed in National Earthquake Response Support Service.According to running result,it can effectively improved the informatization and standardization degree of the management on earthquake emergency rescue materials,and can effectively serve the comprehensive management,utilization and analysis on the materials.It can solve the currently-found problems and has the important si gnificance for the guarantee and decision on earthquake emergency rescue.
