Mathematics is an important component of human culture. Mathematical culture is a scientific and a rational culture, it plays a decisive role in the spiritual life of human and material aspects of life play. Mathematics rational spirit and the way of thinking have profound penetration in human thinking, the application area of mathematics in the real world is growing, the training of "mathematical nous" has far-reaching significance in mathematics teaching. Students is the main carrier on the cultural heritage, is also the principal disseminators of culture, it is the needs of the times that improving the quality of university students in mathematics, is also the need of students realizing their own value. Following along the ideas of "math - math education purposes - mathematics curriculum practice" , based on seriously researching the status quo of foreign universities mathematics curriculum quality education and analysising of the pros and cons of Chinese and foreign mathematics education, the problem is systematic studied on philosophy, history, Sociology, and other aspects , the result has a theoretical and practical value for mathematics curriculum reform of University.At present, many respects of universities' mathematics courses such as goal, content, means, evaluation, etc. should be improved and two of the most urgent and crucial things are to change the view of mathematics education and to strengthen the classroom practice. On the foundation of the current universities' mathematics courses, it is of extremely necessity that we should establish a brand-new mathematics course, which aims at and emphasizes the roles of mathematics in sciences and humanity based on culture, other than instructing the pure mathematics knowledge with the characteristic of logical frame. In doing so, the function of mathematics courses will be embodied. Finally, the paper, in company with the course construction, carried out the practical research by means of the classroom teaching, the questionnaire, Internet and the case investigation.
