Research On The Mechanism Of Resources Guarantee And Mobilization For Earthquake Emergency Response

With the development of the economy and the society, people pay more attention to security and Crisis Management. Earthquake is the first one among all natural disasters; it's a kind of typical Public Crisis. Proved by many earthquake cases, Crisis Management is very important to the efficiency of Earthquake Response of supplying and allocating emergency resources. This thesis makes preliminary study on the mechanism of resources guarantee and mobilization for Earthquake Emergency Response by Public Crisis Management theory and some scientific project.In the first part, the possible earthquake threat to human is analyzed, and the research on the Crisis Management and Earthquake Emergency Management in domestic and overseas is synthesized. In the second part, there is a detailed introduction about Public Crisis Management Theory. Earthquake Emergency Management is analyzed, and a theoretical framework is established. In the third part, it chose the Tsunami Generated by Indonesian Earthquake as a case; and made a systematic analysis of the cause of the heavy loss according to Public Crisis Management Theory; the mechanism of personnel organization and materials support and mobilization on the earthquake emergency is also studied. According to the reality of the resources guarantee mechanism and mobilization for Earthquake Emergency Response in China, some suggestions to improve the mechanism of resources guarantee and mobilization for Earthquake Emergency Response are presented. In the forth part, the improvements for the resources guarantee mechanism and mobilization for Earthquake Emergency Response is summarized.
