The land is an important natural resource. It is one of the basic production factorsof the gross national product growth and an indispensable material condition of thenational economy. An accurate land data management is a matter of national preparationfor the economic development plan and the basis of the relevant laws and regulations.For a better combining with modern computer technology in the land registrationsystem, this thesis focus on the work flow theory and GIS theory, then design andimplement a land registration management system with GIS and workflow.Firstly, Studied the feasibility of workflow technology applied to the landregistration management system. Now, a lot of land relevant government departmentsare bloated and confusion of responsibilities, so it is inefficient and has a long workperiod. After studied the work in the land registration and cleared the responsibilities fordifferent offices, workflow technology is used to abstract to the work on landregistration and tasks related the appropriate role are defined too. Tasks and rolesembedded in the message push and management of land registration managementsystem greatly improve the efficiency of land registration work, and shorten theprogram period of land registration.Secondly, Studied the feasibility and operability of the GIS system embedded intoland registration management system. Land registration and management system is thereality of land registration and management of land information. It is more intuitiveusing the map with semantics marked and more information. In this thesis, landinformation of Xuzhou city is as a model, we embedded much geographic informationin it with ArcGIS. The system provided a modular and parameterized function in viewof land geographic information.Finally, designed and implemented a land registration management system based onthe workflow theory and GIS land information to visualize for Xuzhou bureau of landand resources. The design for the system include demand analysis, preliminary design,detailed design, coding and realize, testing and so on. Work flow is the core step of thissystem. It is used to abstract detailed jobs and make the job clearly. Oracle database isused to store the GIS information and provide for checking in the system. After the testand try it out, the system turned out a good performance and completely satisfied the demand of Xuzhou bureau of land and resources. Moreover, it improved the efficiencyfor land work, reduced the superfluous cost, and increased the land economic benefit forXuzhou.
