Curriculum reform is at the core of education reforming, and the formation of curriculum system is directly correlated to the realization of instructional objectives, and training objectives, thus it plays a majorrole in training and fostering qualified teachers and improving the quality of education. Today, it's more meaningful to study seriously the development of normal universities's curriculum system when some comprehensive universities are going to join the cultivating works of middle school teachers.The professional curriculums of mathematics department in normal universities in our country are classified three kinds:higher mathematics curriculums, public educationcurriculums, mathematics education curriculums. The mathematics education curriculums are opened to raise the quality of teacher's teaching about elementary mathematics education curriculums. In this article,some investigations about mathematics education curriculums on several normal university were carried out,then,I have finded some present situations of mathematics education curriculums:older construction, older content,less selective curriculums, lower proportion of mathematics education curriculums in curriculums system of maths departmeant in Normal university. Futhermore, some investigations about mathematics education curriculums about several middle school's mathematics teacher were carried out. I also have finded what mathematics curriculums are the best important curriculums for the middle school teachers. Combining the characteristic of "Mathmatics tercher' specialization" and the demand of "Elementary education reforming" , I discussed the question about the mathematics education curriculum reforming. In this article, I first bringed up a way with the theory "school based curriculum development" to develop mathematics education curriculum. Eventually, I have signed the system of the mathematics education curriculum.Based on practical research. This article uses classified theory of learning outcomes and constructive learning theory, works out the measures of teaching and evaluation about mathematics education curriculums.
