The emergence and speedy development of the technique of computer network bring a new vital life to GIS. In the aspect of hardware resources share, long-distance data exchange and Distributed Computing and Concurrent Processing of software flow, it makes GIS used in more extensive and deeper level applications. It gives birth to the new technique, Web GIS based on Internet. It is the new trend of the development of GIS technique at the present as well. For the characters of heterogenous and the distribution provied by Java language, it is considered to be an excellent platform to build an application system for enterprises, especially for developing the distribution application programs like Web GIS. J2EE provides a multiplayer, distributed application model based Java2 kernel and a series of technique development criterion. The combination of Java technique and Web GIS technique can make fully use of the advantages of Java. It can make Web GIS applied in a more extensive area. The article deeply researches the system based on J2EE, and the main work and achievements are shown as follows: Firstly, the article argues and analyzes the conception and characters of Web GIS.Then, with the analysis of the computing model, implement technique and the map issuance scheme, combining the characters of Web GIS and Java, to solve the disadvantages and shortages of popular implement technique, it brings forth an implement scheme which is based on Java and B/S model. Secondly, the paper researches deeply in the combination of Java, J2EE and WebGIS. Then, it brings forth a system model of three-tier structure Web GIS based on J2EE. According to the system model, it probes into the key techniques of each tier of the system, data render tier, Web application tier, GIS application tier and data application tier. With the base of GIS component in ArcIMS, it implement and encapsulate the nuclear part of the system, GIS EJB. According to this system model, the paper has implemented a simple WebGIS, China Map System. In the end, the paper has an application analysis of the system as a whole.
