Flood is a main disaster in china due to its tremendous damage to economic and its higher probability of occurrence. Provided that happened, the government urged to know the situation that the disaster is taking place and developing and the losses of the disaster, so that the officials could take actions to reduce the losses and put in practice to rescue right away. The paper study on the method of flood disaster monitoring and assessment, and the establishment of the system of flood disaster remote monitoring and assessment based on the geographical information system (GIS) and NOAA meteorological satellite data. The main contents are as follows:1) The characteristics, climatic background, distribution rule and mechanism of rainstorm and flood disaster in Liaoning province of China were analyzed.2) The spectrum model was established based on the analysis of spectrum data of flood, cloud, cloudy shadow, vegetation and soil, then the extraction model of flood submerge range was developed with the analysis of water spatial model to realize the automatic extraction of flood submerge area according to the three grade.3) The data of NOAA/AVHRR satellites were corrected and analyzed by means of the high spatial resolution image data of landsat TM, the precision of flood monitoring of NOAA/AVHRR was improved with the respective image extraction of flood submerge area.4) The flood disaster remote sense monitoring system and the flood disaster loss assessment system were established at 1 to 100,000 scale up based on the GIS technology. The monitoring and evaluating of waterlog region, area and losses could be achieved in real time.5) The image files of regional flooded area obtained by NOAA/AVHRR were transformed into shapefile (vector files format without topological relations of ArcView) for geographical information system (GIS), so that the losses of flood could be estimated according to GIS.
