The automatic monitor and forecast of flood regimen, as a modern technique of real-time collection, transmission and analysis of hydrologic information, is a effective way to forecast and control the flood in river basins and reservoirs and make rational use of water resource. It is one of aims of modern hydrology. Because of its low cost, short construction period and high efficiency, the automatic monitoring and forecasting system of flood regimen is very useful in flood prevention.In this thesis, the history and present condition of the automatic monitoring and forecasting system of flood regimen are summarized on the basis of the existing research results. A set of flood monitor and transmit equipments is set up. After analyzing the basic characteristics of flood forecast and control, the principles to establish the automatic monitoring and forecasting system are concluded. An effective flood forecast sub-system should have the following functions: automatic flood forecast; artificial flood forecast; estimate of model variables; modification of model parameters and modeling of historical flood. A reasonable flood control sub-system should have the following functions: basic information service; production of flood control schemes; conference and consultation; management of flood control schemes and flood prevention analysis. Finally, the theoretical principles are applied in the Nanpanjiang river basin. The main functions of the established automatic monitoring and forecasting system of flood regimen are asfollows: real-time monitor; flood forecast; flood control; on-line information inquiryand statistical data production. The developed GIS-based software system includesdynamic monitor, system operation, auxiliary functions; system management; loginand logoff, and window-control.
