More and more people have regarded the global change since the twentieth century. And the study of the climate change is the core and crucial contents in the study of global change. Scientific study shows: the climate is going through the change whose attribute is the global warmer on the earth since nearer one hundred years. Accordingly, many researchers do amounts of related research in the world and gain a series of achievements. On the basis of them, the paper chooses the main energy and usage of water as the objects of the research and analyses their response to climate change on the background of the global climate change to make up the deficiency of the research. For the recent several ten years, the paper analyses the climate and draws some conclusions: the climate change in Dalian is comparatively consistent with the global climate change, and in winter the range of climate change is the widest. The research still finds that the climate has the trend of the warming and drying. The climate change has some impacts on main energy and the usage of water in city, but main energy and the usage of water have some response to the climate change in Dalian city. The computed results of the model show the extent of the response. The paper takes the power consumption, coal consumption, water supply and usage 'response to climate change as example. The results show that the power consumption, coal consumption, water supply and usage because of the climate, are greater for the climate change in the extent of the response. The research makes some references for the adjustment of main energy and the usage of water for the city planning department. The paper utilized some software, for example, SPSS, Excel, and so on, and built some models to reach some conclusions. The methods of the paper are completed only by myself.
