Study On Green Assessment Model Of Marine Resources

Marine resources is important material base of national economy and social development o Traditional assessment models , only considering investment-output of productive element , cannot genuinely reflect the net contributions made by resources exploitation to the whole society and result in environment degradation and resources waste o Therefore , it is a important proposition in the process of human society development and a focal issue now generally concerned by governments and theoretical fields that how we can count the resources elements in National Economy Accounting System and various resources-exploitation assessment models and change methods of freely using resources while shifting resources and environmental cost upon the society and realize integration assessment of resources and economy directed by the target of sustainable development , namely green assessment . Since green assessment model of marine resources exploitation counts the productive cost , environmental cost . resources cost and direct benefit , indirect benefit in the model, it can better reflect the genuine contribution of resources exploitation to national economy and become a forceful means of assessing good and bad of various resources exploitation patterns.Firstly , this dissertation puts forward the necessity and significance of building model based on the analysis of characteristics , strategical position of marine resources , and on the analysis of problems and reasons existed in the process of exploitation o In chapter 2, it sets forth two kinds of core thought used for reference, namely marginal opportunity cost and national economy assessing theories, analyzes how to build model and introducts the form, contents and characteristics of model, emphatically probing into how to analyze environmental cost and user cost and the using of GIS technologies in the model. Then , in chapter 3, it dissects the parameter and uncertain elements existed in this model, Meanwhile, it analyzes some prerequisites building the model in order that it can be reasonably built and applied and sets forth applications in several fields. Finally , it expounds specific application steps of the model, taking the port exploitation of Luo Yuan Bay , this kind of resource exploitation, as an example.
