With the rapid development of the global economy, land resources are constantly depleted and economic development tends to be bottleneck. As the ocean gradually becomes a new area where people seek resources and space, the marine economy has become a hot spot in recent years. At present, the related researches on marine economy mainly focus on the leading role of marine economy in regional economy, the industrial characteristics of marine economy and the transformation of marine economy. However, with the continuous deepening of sustainable concept, the research on the green total factor productivity and its driving forces as an important measure of the quality of marine economic growth has become the key to the construction of China's maritime power. The current research on green total factor productivity is still rare, and the research methods are relatively simple. The factors that should be taken into consideration are how to increase the total factor productivity of China's ocean economy, which is limited to the traditional industrial scale and FDI.However, with the universal application of information technology in various fields, the leading role of the development of information technology in the economy cannot be ignored. Therefore, this paper argues that marine informatization will become a new force that will promote the enhancement of the total factor productivity of marine economy and achieve the sustained and healthy development of China's marine economy. In order to explore the mechanism of the informatization level on the green total factor productivity of marine economy, this paper measures the total factor productivity and informatization level of marine economy in 11 coastal cities of China using SBM super-efficiency model and entropy method, respectively, and uses The Malmquist-Luenberger Index decomposes the green total factor productivity of marine economy into the green technological progress rate of marine economy and the green technological efficiency of marine economy.Based on the definition of green total factor productivity based on the Solow residual value method and adding the control variables such as the number of marine professionals, the FDI in the coastal areas, the industrial structure of the sea and the scale of coastal industries, the growth rate of green total factor productivity Role model. And further analyze the impact of informatization on the rate of green technology progress in marine economy and the green technical efficiency of marineeconomy and explore the mechanism of informatization on the enhancement of green total factor productivity in marine economy. The results show that:(1)The overall level of green total factor productivity in marine economy in China is obviously lower than the overall level of total factor productivity, indicating that there is still much room for growth in China's green total factor productivity.(2)Marine informatization has obvious promotion effect on the growth rate of green total factor productivity of marine economy, and the output elasticity coefficient reaches 2.1.This intensity is obviously stronger than that of traditional coastal areas such as FDI,marine industrial structure and marine professionals The strength of the role of green total factor productivity growth in marine economy.(3)The ways in which marine informatization can contribute to the growth rate of green TFP in marine economy include two ways:promoting the green technological progress in marine economy and the green technological efficiency in marine economy, but mainly through the promotion of technological progress. For the marine economy Green technology efficiency is relatively weak.
