The sustainable management of forest resources is an important basis for sustainable forestry development and an important measure,which could improve the quality of forest resources and Increase the total amount of forest resources. As forest growth of the long-term, forest managers should not only master the growth of forests, but also estimated the harvest in period of time, so as to achieve greater economic and ecological benefits with better forest management. Using traditional analysis of the efficiency of statistical tools is relatively slow and implementation of complex conditions, while if we establish a system for the bureau level of decision-making techniques using WebGIS, on the one hand, the user can connect to the network as long as you can browse and query through the Web, on the other hand, WebGIS also provides statistical analysis capabilities, and by analysising and Calculating the data it can provide the forest managers data and graphs which make them manage the forest more effectively, conveniently, and scientifically.After the comprehensive consideration of Mao'ershan forests in operation and the study of multi-objective decision theory and forest management theory, we proposed a multi-objective forest management methods which is an important theoretical approach to adjust the structure of forest resources of Mao'ershan forests and play a forest ecological benefits. The method is the overall goal of sustainable developmentand the lower target is divided into economic objectives and ecological targets.Analyze the different logging options by timber harvest, tree species and size diversity, species dominance index,then guide the multi-objective forest management.After the discussion of ArcGIS Server technology, J2EE technology, the MVC pattern and JSF framework technology in detail, we constructed the multi-objective forest management decision system based on WebGIS technology. The system uses Geodatabase data model which unifies integrates the spatial data and attribute data in Oracle lOg by using ArcSDE-spatial data engine and establishes the system database. The system is layered by J2EE architecture and developed by using the standard JSF and Java ADF, achieves the functions of a basic map features, query, thematic figure show, statistics and management decision support. Decision support functions achieves the functions of predicting forest data of the natural growth and generating different logging options by entering the selective cutting cycle, logging intensity and minimum cutting diameter class, and combination of multi-objective forest management methods. The different logging options provide the operators with method and basis to choose reasonable harvesting program.
