With the sharp increase in population and rapid economic development in Dalian, water resource is under over-exploitation for a long time. Decline of the ground water level bring about destruction of dynamic balance between groundwater and seawater. Seawaterintrusion which caused mineralization of groundwater rising brings the serious influence to urban construction and ecological environment, it has become the bottleneck of the sustainable development of the economy in Dalian, it is a worldwide problem. In consideration of population, economic development, water resource, natural environment in this paper, seawaterintrusion and water resources sustainable use was combined together to conduct this research. By quantitative analysis of system variables, the system dynamic model of seawaterintrusion in Dalian is established to carry on computer emulation simulation with the VENSIM software.Simulation results showed that seawaterintrusion area is expanding every year. In the year 2020 it will increase 57% than that of in 2006.4 parameters were selected by sensitivity analysis as the index for establishing the seawaterintrusion degrees correlation plans, the best one was plan V selected through the comparison of the five alternatives.Result of plan V simulation showed that by taking the following four measures including the water transfer project of Dahuofang reservoir, water conservation, improve reclaimed water and recycled water utilization rate will make the degree of seawaterintrusion reduce by 42% compared with basic plan. Finally, according to the plan V, improvement to control seawaterintrusion was proposed.
