Britain launched the industrial revolution that created a lot of material wealth and consumed a mass of fossil energy two hundred years ago, which caused the change of global climate and brought irreversible and unbearable risk of environment to the people on the earth. Climatic change was related to the human development, referring to the problem of super government, economy, culture and environment. Facing such an international problem, sovereign states in the international community developed large-scaled cooperation and negotiations about climatic change. It is equal to say that climatic change faced a big challenge in the world.As the second largest developed country in the world, India attracted international attention. Because of economic development of India have kept a good developmental trend during the crises of the world economy. The problem of climatic change developed increasingly when India developed its economy fleetly, which brought a bad influence on India. Indian government opened up large-scaled work about the problem of climatic change from the domestic lay and international lay. On the domestic lay, Indian government improved the related institutional framework of climatic change, the system of managerial supervision, national environmental awareness and the adaptive capacity of climatic change. On the international lay, India played an important role in international cooperation and negotiations about climate. India took an active part in the multilateral diplomacy to enhance their capacity to respond to climatic change and strengthened the bilateral diplomacy with the experienced sovereign states. India paid attention to the construction of international system and establishment of related cooperative mechanism in the process of the bilateral and multilateral cooperation and built flexible climatic cooperation and negotiation mechanism, which established theoretical basis and institutional mechanism about the problem of climatic change and climatic cooperation.This paper probed the problem of climatic change and the theory and practice of bilateral and multilateral cooperation in the view of international cooperation with the theory of neo-liberal institutionalism. The paper emphasized the importance of international system to restrict international cooperation, based on the comprehensive analysis of cases and data from crosswise and lengthways lays. It is easy to see that India have made great progress in the problem of climatic change and India opened up a series of internationally climatic cooperation and negotiations, based on the national interest. At the same time, India played an important role in these fields and made a good model for other countries. China and India are the largest developed countries, and they face the same confuse about climatic change. It is inevitable to have national conflicts. Therefore, China and India must strengthen climatic cooperation and communicational cooperation and emphasize the bilateral construction of strategic power in order to all-win.
