Rising global prices of non-renewable resources and strengthening domestic environmental constraints policies are putting resource-dependent companies under unprecedented pressure,and the cross-industry transformation of their core business has become an important option for such companies to regain their development potential and seek development prospects.According to statistics,20 of the top 30 enterprises in Hebei Province in 2019 were resource-dependent steel industry chain enterprises.Although many resource-dependent enterprises have attempted to alleviate their business difficulties through diversification,their main revenue is still dependent on resource production or manufacturing segments,and they are still not free from the shackles of resource shortage and still face the pressure of capacity removal,structure adjustment and ecological management.Therefore,realising the mutational transformation of resource-dependent enterprises to successfully cross over into unrelated industries has become an important issue that needs to be addressed urgently.Therefore,it is necessary to study the mutational transformation of such enterprises to help them explore more sustainable business areas,escape from the dilemma of excessive resource dependence,improve transformation efficiency,control transformation risks and achieve successful transformation.It is an important strategic activity for enterprises to escape from the risk of non-renewable resources and cultivate their core competitiveness.In the process of mutational transformation of resource-dependent enterprises,technological resources are a key element for the success of the transformation,including the stock and type of technological resources and the way they are allocated.The purpose of exploring the matching mechanism between technological resources and mutational transformation is to clarify the status of technological resources,their allocation and the relevant influencing factors that can support resource-dependent enterprises to achieve their mutational transformation goals.To explore these issues,the following studies were conducted.Firstly,we combine resource base theory,capability theory,resource allocation theory,matching theory and transformation research to derive the connotation,motivation and characteristics of mutational transformation,and build a theory of matching mechanism between technological resources and mutational transformation in terms of technological resources,technological capability and technological resource allocation,so as to lay a theoretical foundation for subsequent research.Combined with the above theoretical foundation of mutational transformation,five dimensions of technological resources of resource-dependent enterprises are constructed,and specific evaluation indicators for each dimension are determined.Using the entropy-weighted TOPSIS method,the relative importance of the five dimensions of technological resources is determined,and the sample enterprises are ranked and graded according to the level of technological resources to conduct an in-depth investigation into technological resources.The determination of weights and the ranking division lay the foundation for the subsequent search for the optimal path to match technological resources with mutational transformation.Secondly,through theoretical analysis,a theoretical model is constructed to determine the relationship between technological resources and mutational transformation in resource-dependent enterprises,the mediating relationship between technological resource allocation capability,the moderating relationship between policy resources and technological resource allocation,and the moderating relationship between integration capability and transformation incentive policy in technological resource allocation and mutational transformation.A multiple regression model is used to evaluate the degree of influence of each variable on the match between technological resources and mutational transformation,which supports the determination of the optimal path of technological resource allocation in subsequent studies.Again,based on the studies in the previous chapters,the analogy between technological resource allocation systems and biological evolutionary processes is clarified,i.e.,there is an internal process of finding the optimal system,and thus an NK model of technological resource allocation systems is established,including the identification of the internal elements of technological resource allocation systems and the number of interactions between the elements.According to the general simulation process of the NK model,an empirical study of the technology resource allocation system is conducted,and based on the hierarchy of technology resource levels in Chapter 3,the allocation paths of technology resources in the high allocation group,the medium allocation group and the low allocation group in mutational transformation are explored respectively to provide suggestions for resource-dependent enterprises to match technology resources and improve the efficiency of mutational transformation.Then,using synergy theory,self-organization theory and ecological-soil mechanics theory,the matching mechanism is designed based on the requirements of matching resource-dependent enterprises’ technological resources with the goals of mutational transformation,in conjunction with the previous research results.The matching mechanism consists of six major functions,namely the function of guiding mutational transformation,the function of supporting technological resources,the function of intervening in the matching state,the function of evaluating the strength of each variable to match the transformation target,the function of supplementing external technological resources,and the function of matching technological resources to find the best.At the same time,the relationship between the six functions is clarified,and the theoretical insights into the formation of the matching mechanism are elaborated to provide practical guidance for the subsequent development of a highly effective matching mechanism for resource-dependent enterprises’ technological resources and mutational transformation.Finally,from the perspective of improving the efficiency of the matching mechanism and bringing into play the roles of its various functions,it is proposed to strengthen the functions of technological resource support and the matching state intervention function and other six aspects.According to the relationship between the six functions of the matching mechanism,it is proposed that the synergistic management of each function should be strengthened,emphasising the role of the matching intensity evaluation function in the overall measurement of each variable,strengthening the regulating role of the matching intervention function,making good use of various related resources as well as focusing on the path optimisation role of the matching optimization function of technical resources.At a deeper level,suggestions are made to strengthen the reserve of technological resources for resource-dependent enterprises’ mutational transformation,improve the adaptability of technological capabilities for mutational transformation and optimise the management of mutational transformation paths.
