Research On The High-quality Development Path Of Tibet Tourism Economy

To grasp the new development stage,to carry out new development concept and building a new development pattern,the CPC Central Committee with Comrade Xi Jinping at its core as a whole the global strategy of the great rejuvenation of the Chinese nation and the world in one hundred from the big change,enhance the level of economic development in our country keeping pace with The Times,the shape of China’s new international economic cooperation and competition advantage to make important strategic judgment and strategic choice.The high-quality development of tourism economy is conducive to improving the regional competitiveness of Tibet,promoting the optimization and upgrading of the industrial structure in Tibet,promoting the sustainable and healthy development of the Tibetan economy,and enhancing the sense of gain,happiness and security of Tibetan people.To fully implement the new era of the party’s governance in Tibet,based on the new stage of development,complete,accurate,comprehensive implementation of new development concept,to write a new chapter,snow area plateau stability and high quality development priorities is the future of Tibet and task goal,high-quality development of Tibet tourism economy theory and practice research is particularly important and urgent.This paper combines the theoretical and practical basis of the new development concept in the new era,based on the relevant theories of political economy,development economics,spatial economics,econometrics and so on,and carries out the analytical thinking of theoretical interpretation,empirical test,path selection.To explain the connotation and characteristics of high-quality development of tourism economy,analyze the logic mechanism of high-quality development of tourism economy,measure and evaluate the level of high-quality development of tourism economy,and analyze the coupling coordination degree and influencing factors among high-quality systems of tourism economy.From the micro enterprise and citizen behavior transformation,the medium region,industry and government jointly promote,the macro system innovation driven to explore the path choice of high-quality development of Tibet tourism economy.The results showed that:(1)The economy of Ethnic minorities in China is an important part of the national economy.The economy of ethnic minorities in China attaches great importance to the equal development of all ethnic groups.Ethnic groups help each other,and their economic contacts and cooperation are frequent,which jointly promote The economic development of China.The development of commodity economy since China’s reform and opening up,especially the development of socialist market economy since the 1990 s,has greatly promoted the development of productive forces of ethnic minorities and ethnic areas.Commodity economy is an insurmountable stage in the development of national economy.(2)Under the overall strategic layout of national and regional development,east and west cooperate and develop together in industries,employment,human resources,technology and other fields.The advantages of the two sides complement each other and integrate effectively in the process of interaction and cooperation.The counterpart support system is a policy behavior in which the economically developed or strong party provides assistance to the economically underdeveloped or weak party.As a national strategy,the east-west cooperation system and the counterpart support system highlight the advantages of our system.(3)The new development concept is the communist Party of China’s highest level of recognition of the development of China’s economic and social reality to the current,another promotion of the theory of how to achieve human social progress and development,is China’s formulation and implementation of the future economic and social development strategy and policy guide.The new development concept is rooted in Marxist theory,inherits and innovates the theory of socialism with Chinese characteristics,and surpasses contemporary Western development theories.Innovation is the primary driving force for development,coordination is the intrinsic requirement for sustained and healthy development,green is a necessary condition for sustainable development,and the people’s pursuit of a better life is an important manifestation of the country’s prosperity and development is the only way to open up,and sharing is an essential requirement of socialism with Chinese characteristics.(4)High-quality development is development that meets the people’s ever-growing needs for a better life.It reflects the new vision of development.High-quality development is the inheritance and innovation of Marx’s political economy thought,the inevitable requirement of China’s economic development in the new stage,and the internal requirement of adapting to the new normal of China’s economy.(5)Through the in-depth analysis of the historical evolution,growth rate and contribution rate of Tourism development in Tibet from 1980 to2020,the spatial and temporal differences of tourism in 31 provinces in China from 2000 to 2019 are analyzed,and the spatial layout of tourism and the changes of tourism policy in Tibet are comprehensively expounded and sorted out.The results show that the development of Tourism in Tibet has experienced the transformation from planned economy to market economy,realized the transformation from nothing,from small to large,from take-off,catching up and leaping to normal development,from unilateral development to comprehensive development,and from scenic spot tourism to all-region tourism.From the perspective of the growth rate of tourism development,the proportion of tourism development in GDP and the tertiary industry,they all show a trend of fluctuation and rise.Tourism income is an important source of the tertiary industry in Tibet,a pillar industry of Tibet’s economic development,and an important part of Tibet’s economic growth.Social stability is an important prerequisite and guarantee for tourism development,and Tibet tourism is affected by different events in individual years.From the perspective of the spatio-temporal evolution of inbound tourism economy,domestic tourism economy and overall tourism economy in 31 provinces of China,there is a growing trend in time,and a gathering trend in space in the eastern and central regions,with significant spatio-temporal differences.Tibet tourism policy development has experienced a mixture of old and new system,the socialist market economic transition period,improve the socialist market economy and the deepening of the socialist market economy era,tourism policy goals from government reception,foreign affairs reception,foreign exchange earning,spending,solve the employment,promote the evolution of the quality to service the people’s livelihood.The central government’s special policies and systems for Tibet have played an important role in the economic development of Tibet.(6)The theoretical basis in order to implement to the real level,from the innovation and development,coordinated development,green development,open development,share the development of five dimensions,build up an index system of Tibet tourism economy development of high quality,and using entropy value method and multi-objective linear function method to measure the Tibet tourism economic development in each dimension high quality index and comprehensive index.The results show that the green development index of tourism economy(0.6071)> the coordinated development index of tourism economy(0.5195)> the shared development index of tourism economy(0.4716)> the innovative development index of tourism economy(0.4014)> the open development index of tourism economy(0.2491),indicating that the green development level of tourism economy in Tibet is good,while the open development level of tourism economy is poor.(7)Objectively evaluate the high-quality development level of Tibet’s tourism economy from the time dimension.Found that Tibet tourism economy development level of high quality curve rising "W" type cyclical fluctuations,tourism innovation curve and tourism economy development level curve presents the overall rising trend,tourism economy coordination development level curve and curve,fluctuated upward trend in green tourism economy development level,open development level of tourism economy downward trend of fluctuations.Under the influence of crisis and political events such as international financial crisis,sino-US trade friction,western anti-China forces and the dalai clique separatist forces’ obstruction and discredit,the high quality development level of tourism economy and the development level of its subsystems all have different degrees of influence,especially the open development level of tourism economy.(8)The coupling coordination degree model is used to analyze the subsystem of the high-quality development of Tourism economy in Tibet.The results show that the overall coupling degree of high-quality development of tourism economy in Tibet is good,with an average value of 0.8903,which is in a good coupling stage.The degree of coordination showed an overall upward trend,rising from 0.5202 in 2000 to 0.7551 in2019,from barely coordinated to intermediate coordinated.There are significant differences in the coupling and coordination degree between the subsystems of tourism economy,and the coordination degree between the subsystem of tourism economy opening and other subsystems has decreased,and the level of tourism economy opening shows a lag.(9)Empirical test of the influence mechanism of industrial agglomeration on high-quality development of tourism economy.The results show that the overall industrial agglomeration in Tibet shows an upward trend from 2000 to 2019.The opening of the Qinghai-Tibet Railway in 2006 promoted the industrial agglomeration in Tibet,while the "beating,smashing,looting and burning" incident in Lhasa in 2008 inhibited the industrial agglomeration level.There is a non-linear u-shaped relationship between tourism industry agglomeration and high-quality development of tourism economy,which indicates that tourism industry agglomeration has a significant inhibiting effect on high-quality development of tourism economy in the short term,but has a significant promoting effect in the long term.Government intervention,traffic level and trade level all have a significant inhibitory effect on the high-quality development of tourism economy,while the level of economic development has a significant promoting effect on the high-quality development of tourism economy.(10)On the basis of theoretical interpretation and empirical analysis of high-quality development of Tibet’s tourism economy,it is necessary to provide practical basis for high-quality development of Tibet’s tourism economy at micro,medium and macro levels driven by institutional innovation,which should be jointly promoted by enterprises and citizens,jointly promoted by regions,industries and governments.The innovation of this paper mainly includes the following aspects:(1)Taking "A Study on the High-quality Development Path of Tibet’s Tourism economy" as the topic of study,it has certain theoretical significance for understanding the new development stage of tourism economy in the new era,fully implementing the new development concept in the development of tourism economy,and constructing the new development pattern of tourism economy.It has guiding significance for promoting the high-quality development of Tibet’s economy and society,promoting the transformation of tourism economic dynamic mechanism,optimizing the structure of tourism economy,coordinating the development of tourism economy,realizing the green development of tourism economy and promoting the sharing of tourism economic welfare.(2)From "innovation,coordination,green,open,sharing" concept of development perspective,the integrated use of political economics,national economics,development economics,spatial economics,ecological economics and other related theory,build new development philosophy Angle of view of tourism interpretation framework,high quality and economic development theory and applied to the concrete practice to test and measure,on the basis of this,From the macro,medium and micro perspectives,the paper puts forward the choice of ways to promote the high-quality development of Tibet’s tourism economy.(3)This paper uses the interdisciplinary comprehensive research method of ethnology,combines the qualitative and quantitative research of ethnology,and makes its research more scientific and rational.Firstly,literature analysis method is used to explore the theories,methods and viewpoints of previous literatures on tourism economy-related topics,and to carry out specific research work based on them.Using empirical research to sort out the evolution of Tibet’s tourism economic development in different periods,using the natural breakpoint method of Arg GIS software cluster analysis of the national tourism economic development,from which to explore the differences and laws between different regions;Using entropy weight method and multi-objective function method to measure and evaluate the high quality development level of Tibet’s tourism economy;Coupling coordination degree model is used to analyze the coordination correlation degree between tourism economic development and ecological environment.OLS model,WLS model and 2SLS model are used to analyze the influencing factors of the high quality development level of Tibet’s tourism economy,providing qualitative and quantitative basis for promoting the high quality development of Tibet’s tourism economy.
