Marine fishery products are one of the important sources of human food,providing more than 40% protein for two-thirds of the world’s population.At the same time,marine fishery has broadened people’s employment and brought rich economic benefits and social welfare to coastal countries.At present,while China’s marine fishery is developing rapidly,it is facing problems such as shortage of marine fishery resources,water environmental pollution,structural surplus of aquatic products and weak marine fishery infrastructure.How to promote the high-quality development of marine fishery has become the primary task of building a modern fishery system.Based on the connotation of high-quality development,combined with the characteristics of liquidity,recoverability and sustainability of marine fisheries,this thesis refines the connotation of high-quality development of marine fisheries,and constructs the measurement and evaluation index system of high-quality development level of marine fisheries.This thesis evaluates the development level of Marine Fisheries in China’s coastal provinces in the past decade by using GC-TOPSIS method,and summarizes its temporal and spatial variation characteristics;The obstacle degree model is used to calculate various indicators and find out the development shortcomings,so as to provide reference for promoting the high-quality development of marine fisheries.The results show that:(1)From the perspective of time,the comprehensive closeness score of China’s marine fishery high-quality development level continued to improve during the study period,indicating that China’s marine fishery development level is approaching high-quality development.Although the closeness scores of each dimension show a trend of good development,there are obvious differences in the closeness scores of each dimension.Among them,the closeness scores of coordination dimension and sharing dimension are higher,the closeness scores of openness dimension and green dimension are at the medium level,and the closeness scores of innovation dimension are lower.(2)From a spatial perspective,the comprehensive closeness score of the high-quality development level of Marine Fisheries in nine provinces in the study area shows an "m" distribution.Shandong Province has the highest comprehensive closeness score,followed by Fujian Province,Zhejiang Province,Jiangsu Province,Guangdong Province and Liaoning Province.Guangxi Zhuang Autonomous Region,Hebei Province and Hainan Province have lower comprehensive closeness scores.(3)From the perspective of indicator obstacle degree,the indicators that have great resistance to the development of Marine Fisheries during the study period mainly come from the innovative dimension and the open dimension.Among them,in the innovative dimension,the number of fishermen’s technical training accounts for the proportion of the national total training and the distribution of fishery technical data accounts for the proportion of the national total.In the open dimension,the number of fishery imports and exports The number of cold storages for aquatic products and the proportion of pelagic fishery output in the total output have high obstacles.To sum up,in the process of high-quality development of China’s marine fisheries,innovative new dimensions and open dimensions have become short boards hindering development.Therefore,in the future development,all provinces should increase investment in fishery science and technology,actively carry out technical training for fishermen,publicize new technologies,methods and technologies to fishery practitioners,rely on scientific and technological innovation to drive the development of marine fisheries,and strengthen interregional International exchanges and cooperation to develop Pelagic Fisheries and realize the export-oriented development of marine fisheries.
