Research On High Quality Development Of Sharing Economy

Sharing is everywhere,sharing is always available,and human beings have never left sharing.With the new round of global technological revolution and industrial change,and the "pushback" from the global financial crisis in 2008,various new models of sharing economy have emerged and gradually taken the world by storm.In order to encourage the development of the sharing economy,China has adopted the principles of encouraging innovation and adopting an inclusive and prudent regulatory approach.The new business models are like a spark that has rapidly covered all aspects of people's lives and penetrated all areas of the economy and society.The sharing economy has played an irreplaceable role in promoting flexible employment,integrating and optimizing the allocation of massive resources with high efficiency,reducing transaction costs,improving the efficiency of social resources and meeting diversified needs of society,and has constituted a new driving force for China's economic development and an important force for enhancing the resilience and vitality of the Chinese economy.But there is another side to the coin.The occurrence of several cases of people being killed in online bicycles,the disorderly placement of bicycles in streets and alleys,the problem of refunding deposits,and the explosion of online loan platforms,have caused widespread public concern and public discontent.These controversies and questions are inevitable troubles in the growth of the new industry,and they have also raised questions about whether the sharing economy itself has original sin and how far it can go,and where it will go.Since the 19 th Party Congress proposed high-quality economic development,promoting high-quality economic development has become a fundamental requirement for determining development ideas,formulating economic policies and implementing macro-control in the current and future period.High-quality development both profoundly reveals the basic undertone of China's economic operation and centrally summarizes the basic direction of China's economic development,which is the theme of China's economic development in the new stage.The map of high-quality development of China's economy should not be missing the board of high-quality development of the sharing economy.Coincidentally,the decadence and decline of the sharing economy and the rise of quality development have inadvertently met in a historical encounter,perhaps a perfect encounter.The high-quality development of the sharing economy is not only an inevitable requirement in the context of the transition from high speed to high quality in the new era and stage of China's economy,but it also constitutes the right guidance for the sharing economy to correct itself and bid farewell to its difficulties.The problems encountered in the development of the sharing economy are ultimately the result of the pursuit of quantity without paying attention to quality,and the focus on the immediate future without looking at the long term.If the sharing economy is to be relieved of its difficulties and gain the hope to move forward,it must take a path of high-quality development.In this thesis,a three-dimensional approach to analyze the quality development of the shared economy from the perspective of the new development concept and theoretical fulcrums is proposed,summarized and demonstrated.The general explanatory framework for analyzing the high-quality development of the shared economy is proposed,summarized,and demonstrated from the perspective of the new development concept and theoretical fulcrums,including the analysis of the crux,the establishment of targets(evaluation indicators),and the design of paths.Then,from the perspectives of the five major development concepts of innovation,coordination,green,openness and sharing,we analyze the many sticking points in the development of the sharing economy,the directional goals of high-quality development and the realistic paths toward high-quality development from multiple aspects.The crux of the development of sharing economy is precisely because of insufficient innovation capacity,uncoordinated structure,insufficient green development,low openness and insufficient humanistic care.From the perspective of innovation development,the first symptom of the development of the sharing economy is the brutal drive of capital,which has led to the brutal growth of some sharing economy models and further caused homogenized competition."From the perspective of green development,sloppy development is the third symptom of shared economy development,which causes high consumption and low output.From the perspective of sharing development,insufficient humanistic care is the fifth symptom of sharing economy development.The indifference of the platform overlaid with the lack of trust leads to poor experience of sharing economy,low sense of access and happiness,and insufficient humanistic care.The goal of high-quality development of the sharing economy is to be efficient,balanced,sustainable,stable and humanistic.High-quality development of the sharing economy is a perceivable development direction and goal,and establishing the development goal requires a set of measurement standards or evaluation index system.The new development concept is one of the ways to interpret the connotation of high-quality development,and it is also the course to follow for the high-quality development of the sharing economy.By leading and breaking the high-quality development of the sharing economy with the new development concept,the key is found and the essence is grasped.Therefore,a set of evaluation index system reflecting the direction and goal of high-quality development can be proposed for the sharing economy based on the new development concept.This paper constructs a system of indicators that includes five aspects: efficiency,balance,sustainability,stability,and humanity,innovation capacity,innovation environment,regulatory innovation,balance between production and consumption,balance between material and spiritual forms,urban-rural balance,resource consumption and reduction,pollution emission,resource structure,openness to the outside world,openness to the inside world,public service,digitalization,and humanistic care.The evaluation index system of high-quality development of shared economy is composed of 14 evaluation dimensions,42 specific indicators and three levels.To move toward high-quality development,the sharing economy should drive efficient development of the sharing economy with innovation,promote balanced development of the sharing economy with coordination,guarantee sustainable development of the sharing economy with green,strengthen stable development of the sharing economy with openness,and lock humanistic development of the sharing economy with sharing.From the concept of innovation development,we should replace the brutal drive of capital with the drive of innovation,take innovation as the principle,take industry and technological innovation as the grasp,and promote it with regulatory innovation,so as to move toward efficient development;from the concept of coordination development,we should correct the imbalance with coordination,focus on promoting the sharing at the production end,transform the cognitive surplus into knowledge sharing,and vigorously develop the rural sharing economy,so as to move toward balanced development;from the concept of green development In terms of the concept of green development,we should replace sloppiness with green,promote green production and operation,form green consumption methods,and implement "green" supervision methods,so as to move towards sustainable development;in terms of the concept of open development,we should promote stable development with a double cycle,expand and open up to the outside world,improve the data cross-border security protection system,and strengthen the platform internally.From the concept of shared development,humanistic development should be locked with sharing,and the platform should give more humanistic care to people and enhance social credit,so as to move towards humanistic development.In summary,this thesis argues that the new development concept provides a general analytical framework for the high-quality development of the sharing economy from the triple dimensions of symptom analysis,goal establishment(evaluation index)and path design.The crux of the development of the shared economy is precisely the lack of innovation,uncoordinated structure,insufficient green development,low openness and insufficient humanistic care;the goals of the high-quality development of the shared economy are efficient,balanced,sustainable,stable and humanistic;the high-quality development of the shared economy should drive efficient development with innovation,promote balanced development with coordination,guarantee sustainable development with green,strengthen stable development with openness and Sharing locks in humanistic development.High-quality development of the shared economy is a development model with innovation,coordination,green,openness and sharing as the institutional arrangement,and high efficiency,balance,sustainability,stability and humanity as the goal orientation.There are three main innovations in this thesis.First,the perspective innovation.Taking the new development concept as the perspective,this thesis analyzes and demonstrates in detail the "what,why and how" of the high-quality development of the shared economy from the perspective of crux analysis,target setting(evaluation index)and path design.Second,the innovation of indicators.This thesis systematically constructs an evaluation index system for the high-quality development of the shared economy from the perspective of the five development concepts,and sets up a three-level evaluation index system with 14 evaluation dimensions and 42 specific indicators in five aspects: efficiency,balance,sustainability,stability,and humanity.Third,the innovation of viewpoint.The core viewpoint proposed in this thesis is that the high-quality development of the shared economy is a development model with innovation,coordination,green,openness,and sharing as the institutional arrangement,and high efficiency,balance,sustainability,stability,and humanity as the target orientation.
