Theoretical And Empirical Research On The Measurement Of Regional Competitiveness Based On The Concept Of "Unity Of Heaven And Human"

As an important index to evaluate a region’s current development status and future development potential,regional competitiveness is an important basis for the policies of government carrying out.Its scientific calculation is of great significance and role for the definition of regional development stage and the evaluation of development potential.With the increasingly fierce competition among regions,the pressure of development is increasing.There is an necessary need for standard and scientific calculation methods and methods of regional competitiveness to analyze and calculate the regional competitiveness of each region in China,so as to provide accurate standards and standards for the government to formulate regional development policies.China has entered a critical period of development.The slowdown of economic growth and the imbalance of regional development are prominent.How to improve the regional competitiveness of backward areas has become an important means to balance the development gap between regions.There is no unified standard for the theoretical model and calculation method of regional competitiveness in academic circles.Different institutions and scholars mainly introduce the index system on national competitiveness of the World Economic Forum(WEF)and the Swiss International Lausanne Institute of development management(IMD)into the study of regional competitiveness.And at this stage,the calculation of regional competitiveness over considers economic indicators,ignores the impact of natural ecological environment on regional competitiveness,and can not reflect the sustainability of regional development shown by regional competitiveness.Therefore,based on the traditional Chinese thought of "unity of heaven and human",relying on the internal logic of regional competition and taking into account the natural ecological environment of the region itself,this paper constructs a theoretical model of regional competitiveness of "unity of heaven and human",and calculates and analyzes the regional competitiveness of 31 provincial administrative units in China according to the model.This paper will study the theoretical model and empirical analysis of regional competitiveness of the concept of "unity of heaven and human" from the following six parts:(1)by combing the relevant literature of regional competitiveness and the thought of "unity of heaven and human",this paper summarizes the research progress and current research deficiencies of regional competitiveness,explains the main viewpoints of the thought of "unity of heaven and human",and sorts out the "unity of heaven and human" The relevance,rationality and scientificity of thought and regional competitiveness;(2)According to the thought of "unity of heaven and human" and the internal logic of regional competition,this paper constructs the theoretical model of regional competitiveness of "unity of heaven and human";(3)According to the theoretical model,the logical and realistic index data are selected,and the calculation method of regional competitiveness is selected according to the characteristics of the selected index;(4)According to the selected indicators and calculation methods,this paper calculates the regional competitiveness and its competitive dimension of the concept of "unity of heaven and human",and analyzes the reasons for the differences from two aspects of time and space;(5)By comparing with the results of regional competitiveness measured by other institutions and scholars,this paper analyzes the reasons for the differences between the results measured by other institutions and scholars,and explains the rationality of the results measured in this paper;(6)Make policy recommendations according to the calculation results of regional competitiveness and the reasons analyzed.Through the study of the above problems,it is found that:(1)the essence of the region is actually the community of heaven and human.In order to meet the needs of residents in the region,it leads to the behavior of regional competition.(2)The purpose of regional competition is to meet the needs of residents in the region,and this purpose is achieved by providing products.In other words,improving regional competitiveness is actually improving regional production capacity.(3)There are two ways to improve production capacity: one is to increase the input quantity of factors,the other is to improve the use efficiency of factors.The former is to meet the needs of residents in the region from the perspective of quantity,and the latter is to meet the needs of residents in the region from the Perspective of quality,that is,the essence of regional competition lies in the competition between quantity and quality.(4)From the perspective of the relationship between man and nature,the needs of residents in the region have experienced three stages: relying on nature,relying on human itself and the harmonious coexistence between man and nature.Therefore,the competition between regions is carried out from three dimensions,namely,spatial carrying capacity,population productivity and natural human synergy.Among them,spatial carrying capacity is the basis of regional competitiveness,It is the expression of regional natural ecological environment;Population productivity is the decisive factor of regional competitiveness and the embodiment of people’s ability to transform nature and their own cognitive level;The synergy between man and nature is the direct manifestation of regional competitiveness,which is mainly reflected in the degree of man’s utilization and transformation of nature.(5)The traditional regional competitiveness measurement method gives weight to the indicators at the same level,and then sums up the weighting indicators.The key point of this method is the setting of weight.However,due to the heavy subjectivity or unrealistic problems in the process of weighting,it directly affects the accuracy of the measurement results of regional competitiveness,Moreover,this paper discusses the decision mechanism of regional competitiveness from the perspective of quantity and quality,just as the quality of objects is determined by density and volume.Therefore,this paper uses the method of multiplying quality and quantity indicators to calculate the spatial carrying capacity,population productivity and heaven man synergy,and regional competitiveness is used as the comprehensive strength to measure the regional development status and development potential,Similar to the force situation of objects in space,it is determined by three competitive dimensions.This paper uses the method of space force analysis of objects in physics to calculate the regional competitiveness of 31 provincial administrative units in China.(6)From the calculation results,the spatial carrying capacity of 31 provincial administrative units changed little from 2010 to 2019,but there were great differences among regions,which showed that the southern region was better than the northern region,and the western region was better than the eastern region;From 2010 to 2019,the population productivity of 31 provincial administrative units has significantly improved,and the eastern region occupies a leading position,but the population productivity level of the central region is also growing.Although the gap between the East,the middle and the West still exists,it shows a gradually narrowing trend;From 2010 to 2019,the synergy between heaven and man of 31 provincial administrative units has been significantly improved.The level of synergy between heaven and man in the eastern region is higher than that in the central and western regions,and the level of synergy between heaven and man in the southern region is higher than that in the northern region;The national regional competitiveness level continues to rise.This situation is mainly due to the improvement of population productivity and the growth of the synergy between heaven and man.The regional competitiveness level of the eastern region is still in the leading position,but this leading position gradually decreases with the passage of time.In the central and Western Regions,In particular,the gap between the regional competitiveness of the central region and the eastern region has gradually narrowed.Finally,according to the measured results of regional competitiveness,this paper puts forward three suggestions to improve the level of Regional Competitiveness:(1)ensure the basic role of natural ecological environment for regional development and competition.Regional development and competition are inseparable from the natural ecological environment provided by the region.Through the formulation of relevant laws and regulations to protect the natural ecological environment,including land and water resources,regional development and competition can be carried out continuously and effectively;(2)All regions need to encourage marriageable couples to have three children,improve the natural population growth rate,and avoid the shrinkage of regional labor advantages and market potential.In addition,they also need to strengthen education investment,ensure the quality level of the population,improve the quality of the population in the region,improve people’s efficiency in understanding and transforming the world,and give better play to the quality advantages of the population,Improve the competitiveness of the region;(3)Improve the support of scientific research funds,improve the R & D speed of high-tech products,and improve the scientific and technological added value of products,so that the products produced in this region can obtain higher competitive advantages in the market.
