In the age of knowledge-based economy, the part which human capital has playedbecomes more and more remarkable. There is also an increasing focus on strengtheninginvestment in human capital reserve. In the high-tech industries, the importance of humancapital becomes even larger, all countries and regions have constituted and implemented avariety of talents’ incentive policies to cultivate, attract and keep the talents. Human capitalhas become a key force in determining the development of high-tech industries. However,there’s often some blindly tendency in the practical process of brain gain. At all costs, wespend huge amounts of money in introducing lots of senior talents, however, because thereis too much emphasis on brain gain to neglect the other investment of social capital, whichleads to brain drain in the end.How to effectively solve this problem involves the research fields of the carryingcapacity of human capital of high-tech industries. On the base of reference to the relevantliteratures, this paper attempts to combine theoretical analysis with empirical analysis andbuilds an evaluation index system of human capital’ carrying capacity in the high-techindustries and combines with the theory of factor analysis method to build an evaluationmodel. Then making use of the date from Statistical Yearbook of the high-tech industry,this paper establishes a comprehensive evaluation function of carrying capacity of humancapital to analyze, evaluate and compare the14industries’ carrying capacity of humancapital in high-tech industries. And eventually comes to the sorting and clustering results ofcarrying capacity of human capital. Finally, this paper puts forward to strategies which canpromote carrying capacity of human capital from four respects.
