On China’s Internet Content Governance System

With the rapid development of information technology,the popularity of the Internet has exerted an increasingly comprehensive and profound impact on world politics,economy,culture and society.Due to the in-depth development of the Internet and artificial intelligence technology,there has been a surge in the integration pace of Internet technology and "content".In this way,a new sector called "the internet content"came into being.The emerging internet literature,online video,online music,online animation,online games,and webcasting are all the typical parts of it,which has given impetus to the transformation of this industry.The internet technology breaks through the limitations of time and space,lowers the threshold of content production,breaks the traditional mode of communication,and promotes the optimizing and upgrading of content production,dissemination and consumption.On the other hand,it also accelerated the spread of the defective,harmful,and even illegal content.How to maintain cyberspace security and purify the internet content ecology has become a key issue in the internet content governance.Firstly,this paper attempts to put forward the problems.Nowadays the development of the internet content is confronted with a dilemma.In order to solve this problem,the Party and the State call upon the government and the enterprises to purify the cyberspace in China.In the meanwhile,the governments throughout the world are strengthening the internet content governance.Under this local and global background,this paper reviewed present studies related to the internet governance system,internet content as well as the internet content governance from home and abroad.On this basis,the research problem is put forward,that is,to clarify the basic framework and current composition of China’s internet content governance system,to analyze its shortcomings and to explore how to improve it in ways that accord with China’s national situations.In addition,the research method,research content and the research route are put forward.Secondly,this paper analyzes the research problem based on the problem awareness.First,the concepts of internet content,internet content governance,and internet content governance system are defined.It is concluded that the internet content governance system is mainly composed of governance objectives,governance subjects,governance objects,regulation guarantee systems,and technical support systems,and points out that internet content governance system has the characteristics of diversified governance subjects,complex overall structure,diverse governance methods,and complex governance objectives.At the same time,it introduces the stakeholder theory,collaborative governance theory and holistic governance theory.Second,on the basis of concept definition and theoretical research,the thesis follows the logical idea of"who in what ways governs the goals",starts from the constituent elements of the internet content governance system,analyzes the status quo of China’s internet content governance system and concludes the goal of China’s internet content governance is to strengthen and innovate the construction of internet content,create a sound internet content ecology and establish a comprehensive internet governance system.Meanwhile,analysis is simultaneously conducted on the parallel governance body of "governmententerprise-industry association-netizen",the governance objects that gives equal emphasis on "content-behavior",the regulation guarantee system that synergizes"policy and regulation-industry norms-platform norms" and the "big data-artificial intelligence-block chain" technical support system.Finally,it is concluded that China’s internet content governance system faces conflicting governance goals,weak coordination of governance subjects and low efficiency.The internet content collaborative governance mechanism needs to be improved,the internet content governance rule guarantee system is not yet perfect,and the internet content governance technical support system needs to be optimized.Lastly,the paper solves the problem.Based on the fundamental frame and dilemma of the internet content governance system in China,this research synthesized the stakeholder theory,collaborative governance theory and holistic governance theory,concluding that the improvement of this system must adhere to the principles of entirety,collaboration and high efficiency and pointing out that the system should be an integrated one that crosses regions,departments,hierarchies and functions.This objective should be achieved through promoting the diversification of governors in charge,establishing and enhancing a synergistic governance mechanism which includes split responsibilities,transparent and shared information,coordinated interests,constraints-oriented supervision,setting up a platform used to cooperatively govern the internet content and share the information,recreating a governance process which integrates all the steps and elements,upgrading the guarantee system of governance regulations and refining the supportive system of technologies.
