Research On Improving The Discourse Power Of Network Ideology In The New Era

With the 18th National Congress of the Communist Party of China(CPC)held in the new era,the issue of network ideological discourse has received the attention of experts and scholars,and General Secretary Xi Jinping has made a new positioning of the work in the field of ideology,that is,"economic construction is the center of the Party’s work,and ideological work is a critically important work of the Party!".Since the 20th National Congress of the CPC,General Secretary Xi Jinping again emphasized that "the situation in the field of ideology has undergone a global and fundamental transformation".At the same time,the first World Internet Conference was held in Wuzhen,Zhejiang Province,and the ideological system of network power strategy was gradually formed,network information security was included in the scope of national security control,and the network security issue was elevated to a completely new level of national security.Ideological work is subordinate to the cultural field,from the Sixth Plenary Session of the Seventeenth Central Committee of the CPC to build a strong socialist cultural country to the period of building a strong cultural country in 2035,the CPC Central Committee for the first time made clear the timetable for the completion of the building,which is a major test of the construction of China’s ideological field.The issue of enhancing network ideological discourse in the new era not only involves the construction of the domestic discourse system,but also has brand new opportunities and challenges in perfecting the international discourse,and the international Internet governance cannot be separated from the wisdom and programs contributed by China.At present,the main direction of academic research on improving the discourse power of network ideology in the new era is to analyze its concept,characteristics,functions and structure.It is basically a theoretical discussion on the whole and system,and lacks practical and specific analysis with statistical data function.Based on the deep penetration of network information into human social practice,ideological discourses of different nature collide and integrate with each other in network society,and there are obvious differences between the construction of network ideological discourse power and traditional ideological discourse power.In the new era,how to effectively enhance the discourse leadership of the Communist Party of China in the field of network ideology is an important issue that needs to be solved at present.First,the study of the concepts related to enhancing the right of network ideological discourse in the new era,the discussion of theoretical information,the structure and characteristics of the study are elaborated.This paper takes ideology,discourse right and network ideology discourse right as key words,and expounds related concepts to enhance the discourse right of network ideology in the new era.According to the "5W" theoretical model of communication,seven elements,namely,discourse subject,discourse object,discourse content,discourse carrier,discourse transmission mode,discourse environment,and discourse effect,are determined to constitute the internal structure of the network ideological discourse power,which is combined with the political power structure and capital power structure to clarify the generation logic of the network ideological discourse power in the new era.Second,to clarify the logic of generating network ideological discourse in the new era.Network ideological discourse is mainly divided into theoretical function and practical function,in which theoretical function is also called epistemological function,which is mainly divided into guiding function,maintaining function,criticizing function,and integrating function;practical function is also called value function,which is specifically divided into identifying function and indoctrination function.The orientation function can also be called the leading function,which is divided into political orientation function,ideological leadership function and cultural orientation function in terms of politics,economy and culture;the maintenance function is actually the function of political legitimacy,construction function or defense function of the ruling party;the criticism function can also be called the exclusion function or the function of criticizing dissent,which is divided into criticism and self-criticism;the integration function is divided into core integration function and peripheral integration function,with the former playing the role of identity function and indoctrination function.Integration function can be divided into core integration function and peripheral integration function,with the former playing the basic integration function and the latter playing the operable integration function;identity function can be divided into political identity,cultural identity,ideological identity,emotional identity and behavioral identity,which is the final destination of the function of network ideological discourse;indoctrination function can be divided into the functions of motivation and mobilization,persuasion and propaganda and education.Once again,we will study the problems and challenges,and the main reasons for the problems,in enhancing the discourse power of network ideology in the new era.Enhancing network ideological discourse in the new era requires not only qualitative research,but also quantitative analysis using scientific statistics.Referring to the dimensions and items of "Zuobiao Survey",we have developed our own "Network Ideology Rating Scale" and "Network Ideology Discourse Power Questionnaire".Finally,the issue of path selection to enhance the discourse power of network ideology in the new era is raised.Starting from the five aspects of discourse subject,discourse object,discourse content,discourse transmission mode,and discourse effect,we will build a talent team with socialist ideological literacy,enhance the identity of discourse object,expand discourse content by adhering to the kernel of excellent Chinese culture,create a healthy and harmonious network ideological discourse ecology,and enhance the status of international discourse to build positive discourse effect,so as to comprehensively coordinate the specific paths.
