A Study Of Inclusive Governance In Digital Government

At present,China is at the strategic intersection of building digital China and promoting Chinese-style modernization,and digital government construction,as a fundamental and pioneering project of digital China construction,is an effective way to drive,lead and realize Chinese-style modernization.As digital technology becomes more and more popular and widely used in digital government construction,the effectiveness of digital government governance is also emerging.However,at the same time,an objective reality is that China has a super large number of Internet users,a complex structure of Internet users’ attributes,and a certain scale of nonInternet users,and the imbalance of digital application ability caused by inter-generational differences,income differences,education differences,and geographical differences,etc.leads to a large number of people who have not yet enjoyed the digital dividend,especially some disadvantaged groups,who are still isolated from the digital The phenomenon of digital exclusion is still obvious.This is not only contrary to the digital China construction agenda of " sharing for all ",but also inconsistent with the essential requirement of "common prosperity for all people",a Chinese modernization.Therefore,how to crack the digital exclusion problem in the digital era has become a real problem in the process of digital government construction.In this context,the central and state authorities have issued a series of digital inclusion policies,actively created the foundation and conditions for digital inclusion,taken multiple measures to eliminate digital exclusion,and helped the results of digital government construction to benefit all people fairly,and the practice of inclusive governance to deal with digital exclusion on the basis of digital government construction has also emerged in various places.Inclusive governance of digital government has become an important concept,method and path to eliminate digital exclusion.Therefore,the study of inclusive governance of digital government is the foundation and basis for further expanding the effectiveness of digital government governance and making the fruits of digital government construction benefit all people more and more equitably.In view of this,this study is based on the realistic background,theoretical research and empirical facts of inclusive governance of digital government,focusing on "What is the realistic demand for inclusive governance of digital government?" What are the components of digital government inclusive governance and its theoretical logic?","What are the components and its theoretical logic of digital government inclusive governance?","How can inclusive governance in digital government solve the problem of digital exclusion?" and "What is the path of digital government inclusive governance?" The research is based on four research questions,including "problem definition-theoretical research-model construction-case study-application research",and uses grounded theory method,case study method,and text analysis method.The main research contents and findings are summarized as follows:First,examining the connotation of the concept of inclusive governance in digital government is the logical starting point of this study.This study first combines digital government and inclusive governancerelated research,incorporates the research perspective of activity theory based on the theoretical perspectives of digital governance theory,social exclusion theory and inclusive governance theory,and systematically defines the connotation and extension of inclusive governance of digital government,while establishing an analytical framework to explain the theoretical and practical logic of inclusive governance of digital government.Second,digital government inclusive governance as a concept,method and path to solve problems,it is a systematic response to the problem of digital exclusion.Therefore,solving digital exclusion and the digital government governance dilemma caused by it becomes the most important realistic demand for digital government inclusive governance at present.Based on this theoretical judgment,this study identifies a new manifestation of digital exclusion in the context of current digital transformation by applying the rooted theory research method.Under the influence of digital exclusion,digital government governance urgently needs to dissipate digital exclusion at different levels and in different dimensions,and this practical need also determines the outgoing logic of digital government inclusive governance.Thirdly,taking the real demand of digital government inclusive governance as the starting point and starting from the actual social problems,this study deconstructs the elemental structure,hierarchical structure and system structure of digital government inclusive governance comprehensively and clearly from the contingency level by using activity theory to reveal the constituent elements,evolution and interactive coordination mechanism among the constituent elements of digital government inclusive governance activities,and systematically constructs On this basis,the theoretical model of digital government inclusive governance is systematically constructed.Fourth,taking the theoretical model of digital government inclusive governance as the theoretical analysis framework,this study returns to the local digital government inclusive governance practice and uses the exploratory multi-case study method to reveal the operation mechanism of digital government inclusive governance.It is found that driven by the dual motives of realistic needs and policy orientation,digital government inclusive governance reduces or eliminates digital exclusion and produces inclusive digital services to achieve the goal of digital inclusion through the mechanism of technological empowerment,public participation,subject collaboration,and power operation.Fifth,based on the research results and the reality of digital government inclusive governance,this study proposes the realization paths of digital government inclusive governance such as integrating the construction of value system with digital inclusion,guaranteeing citizens’ digital rights with digital rule of law,promoting the inclusion of subject structure with digital synergy,and achieving the inclusion of governance results with fair distribution.Overall,this study innovatively proposes a conceptual explanation of inclusive governance of digital government,constructs a theoretical model of inclusive governance of digital government,enriches the existing theoretical study of digital government governance,and reveals the operational mechanism of inclusive governance of digital government to help deepen the knowledge and understanding of digital government governance practice,while providing a new reference for action to break the digital exclusion dilemma.
