| With the continuous development of the digital era,the construction of digital government has become an important link in improving the efficiency of government governance.Currently,the construction of digital government is being carried out in full swing throughout the country.With the deepening of the construction of digital government and the transformation of the times,digital skills have increasingly become the basic condition for people’s survival and development.However,differences in political,economic,and individual capabilities have led to the emergence of digital vulnerable groups,who are not only at the edge of society,but also face the threat of damage to their fundamental rights.The lack of protection of the rights of digital vulnerable groups has become an obstacle in the construction of a digital government.As the most important manager of social affairs and the main provider of public services,the government naturally plays the most important role in solving the problem of digital vulnerable groups.This study will focus on how to ensure the rights of digital vulnerable groups in the construction of digital government.Based on the theory of rights protection,this paper constructs an analytical framework for the protection of the rights of digital vulnerable groups in the construction of digital government,and proposes four key dimensions of rights protection: institutional supply,organizational construction,technology application,and social participation.Based on this,an analysis of typical cases in Hangzhou has found that the Hangzhou Digital Government has effectively safeguarded the rights and interests of the elderly,disabled,and economically digital vulnerable groups through intelligent assistance for the elderly,digital intelligence assistance for the disabled,and digital inclusive actions,promoting the further improvement of the rights of digital vulnerable groups to personal information,public participation,property security,and social security.However,in current practice,there are still problems such as insufficient awareness of rights protection,poor quality of public services,inadequate refinement of application modules,and insufficient coverage of human rights.The underlying causes of these problems lie in the balance between achieving forward-looking or lagging institutional construction,organizational response to requirements or needs,efficiency or risk brought by technology application,and whether social participation is single or multiple.Therefore,in order to achieve the protection of the rights of digital vulnerable groups,it is necessary to effectively protect the rights of digital vulnerable groups through a multi-pronged approach in the construction process of digital government,including strengthening institutional construction,optimizing organizational structure,improving digital technology,and guiding diverse participation. |
