The manufacturing industry is the core of modern industrial system.In order to achieve the strategic goal of transformation and upgrading of China’s manufacturing industry and build a modern industrial system,government department should adhere to the principle of green development and formulate relevant environmental regulation measures.Besides,the government department should also prompt the manufacturing enterprises to carry out green technology innovation and apply new technology.Therefore,it is an important topic to study the influence mechanism of environmental regulation for the transformation and upgrading of manufacturing industryand play the important role to promote the manufacturing industry in highquality economic development.Based on the related theories of environmental regulation and manufacturing industry,this thesis systematically studies the impact of environmental regulationon on the transformation and upgrading of China’s manufacturing industry by Industrial Structure Theory,Game Theory,Theil Index Method,Apriori Association Rule Method,Grey Correlation Analysis Method,Entropy-Topsis Method,Adjustable Dynamic Factor Model and Industrial Structure Theory.The Industrial Structure Theory is adopted to analyze the development and transformation and upgrading of the manufacturing industry.The internal relationship between the implementation of environmental regulation policies and the environmental government’s behavior of manufacturing enterprises is revealed based on the Game Theory,and the influence mechanism of punitive environmental regulation and market incentive environmental regulation to the transformation and upgrading of manufacturing industry is also analyzed.The Theil Index Method is adopted to study the differences of environmental regulation intensity indicators within and between industries.The Apriori Association Rule is adopted to identify key industries that need to promote transformation and upgrading through environmental regulations.The Grey Correlation Analysis Method is adopted to study the relationship between the environmental pollution control cost of the enterprises and the income of those projects.The Entropy-Topsis Method is adopted to calculate the ranking measurement value of the intensity of environmental regulations and the profitability of the manufacturing industry.The Adjustable Dynamic Factor Model is established to reveal the dynamic impact of environmental regulations and the key influencing factors for the transformation and upgrading of manufacturing industry and the internal restraining relationship.Meanwhile,the acting force of environmental regulations for the transformation and upgrading of manufacturing industry is also studied.The mechanism,conditions and results of environmental regulation for the structure upgrading of manufacturing industry are studied by the theory of industrial structure.The main research conclusions of this thesis are as follows.First,according to the analysis on the development of China’s manufacturing industry,in order to promote China’s transformation from a large manufacturing country to a strong manufacturing country in the process of embarking on a new journey of socialist modernization,it is necesary to unswervingly promote the transformation and upgrading of the manufacturing industry,and environmental regulations will be an important starting point.Second,according to the analysis results of the static game model and the singletask principal-agent model,there are positive correlations between the green technology innovation strength of manufacturing enterprise and the intensity of environmental regulation,and the probability of strictly punitive environmental regulation implementation.Whether the environmental regulation department implements strict environmental regulation has a significant correlation with the intensity of green technology innovation and the probability of not carrying out green technology innovation.There is a game Nash equilibrium between those enterprises without carrying out green technology innovation and environmental regulation departments with implementing strict environmental regulation.Under symmetric information,incentive environmental regulation has no influence on green technology innovation of enterprises,while under asymmetric information,incentive environmental regulation has a positive relationship with green technology innovation efforts of those enterprises.Third,according to the results of the Theil Index Method,there are different environmental regulations among different industries.The effect of different environmental regulation on different industries suggests that implementing different environmental regulation intensity may effectively promote the transformation and upgrading of manufacturing industry in different regions and different manufacturing industry segments.Fourth,according to the results of Grey Correlation,there is a correlation between environmental regulations and the output of manufacturing enterprises,and there are differences in the degree of correlation between environmental regulations of different intensities and the output of enterprises.The strength of enterprise’s asset is directly proportional to the effect of environmental regulation,the strength of an enterprise’s asset is stronger,the ability is stronger to control pollution emissions.Thus,this result can strongly support the transformation and upgrading of the manufacturing industry.Fifth,according to the results of Apriori Association Rule and the Entropy-Topsis Methods analysis,it identifies that the industries of petroleum,energy,non-ferrous metal smelting and rolling processing,power and heat production and supply are sub-sectors that need to be transformed and upgraded,indicating that the environmental regulation department should develop higher intensity environmental regulation tools in these industries.Sixth,according to the analysis of Adjustable Dynamic Factor Model test,environmental regulation shows a significant promoting effect on the transformation and upgrading of the manufacturing industry.The strengthening of environmental regulation possesses a significant impact on the scale-structure factors of enterprises.And it can encourage low efficiency enterprise to withdraw from the manufacturing market.Seventh,the government should formulate a scientific environmental regulation system,increase the innovation of diversified environmental regulation tools,establish an environmental regulation system coordinated with regional development,optimize the environmental law enforcement environment,and create a good institutional environment for the transformation and upgrading of manufacturing industry.Eighth,the path of transformation and upgrading of China’s manufacturing industry is as follows: the transformation and upgrading of manufacturing industry should focus on green,intelligent,digital and high-end oriented transformation and development,and promote the value chain upgrading of manufacturingindustry.This thesis studies the relationship and mechanism between environmental regulation and the transformation and upgrading of manufacturing industry,which would enrich the theory of industrial regulation and industrial structure.This thesis puts forward suggestions on optimizing the environmental regulation system.It also presents the direction and countermeasures for the transformation and upgrading of the manufacturing industry under environmental regulation.It is a great significance for accelerating the development of advanced manufacturing industry in China and constructing a modern industrial system.The rusults of this thesis can provide strong support for the construction of a new development pattern of "double cycle" and accelerat the realization of the goal of "carbon neutrality and carbon peak". |
