Research On The Impact Of The Environmental Regulation On Manufacturing Upgrading

Since the reform and opening up,extensive production model for China's economy has brought rapid growth,but also makes the environmental pollution seriously,the increasingly serious environmental problems have seriously hindered the sustained growth of China's economy and the harmonious development of society,strengthen environmental regulation and carry out low-carbon production without delay.At the same time,China's manufacturing structure is also in the process of continuous adjustment and optimization of development,in the background of global manufacturing automation,intelligent and green,Chinese manufacturing industry in the global value chain of low long-term,to enhance their competitiveness,the urgent need to upgrade.Studying the impact of environmental regulation on the upgrading of manufacturing industry will help to seek the optimal environmental regulation strength under different development stages and provide environmental protection for sustainable economic development.In view of this,first of all,based on existing document,the connotation of manufacturing upgrading is deeply studied,and the manufacturing upgrade is divided into two dimensions: inter-industry upgrades and intra-industry upgrading;Secondly,taking into account the indirect effects of environmental regulation on the manufacturing structure,this paper analyzes the transmission mechanism of environmental regulation to the upgrading of manufacturing from four perspectives:social demand,technological innovation,foreign direct investment and enterprise entry and exit;Thirdly,this paper analyzes the present situation of environmental pollution and the development of manufacturing industry in China;Finally,this paper construct and calculate the environmental regulation and the manufacturing upgrading index,selecting the panel data of 30 provinces in China from 2004 to 2014 as samples,empirical analyzing the impact of environmental regulation on the upgrading of manufacturing industry from the perspective of each transmission mechanism,and further empirical analyze the rationality of environmental regulation intensity in different levels of industrial pollution areas.Research results show: Firstly,the path of environmental regulation impact manufacturing upgrading through technological innovation foreign direct investment?enterprise entry and exit exists,however,social demand path is not significant;Secondly,through the technological innovation transmission mechanism,the impact of environmental regulation on manufacturing upgrade's two dimensions has "U" typefeatures;Thirdly,environmental regulation and foreign direct investment(FDI)show a significant decline in the "U" type,and foreign direct investment has a significant negative impact on the manufacturing inter-upgrade and intra-upgrade,therefore,environmental regulation promotes the upgrading of manufacturing by suppressing foreign direct investment in pollution-intensive manufacturing and adjusting the focus of foreign direct investment;Fourth,environmental regulation and enterprise entry and exit negative correlated,enterprise entry and exit has a significant negative impact on the upgrading of manufacturing industry,so environmental regulation through the suppression of new business entry and forced high pollution,low value-added enterprises to exit to promote the manufacturing industry to upgrade;Fifth,the industrial industry and intra-industry structural optimization level are rigid,all have a significant impact on the next period;Sixth,there are regional differences in the impact of environmental regulation on the manufacturing sector in different degrees of industrial pollution,the environmental regulation of the moderate industrial pollution area is more reasonable and can promote the upgrading of the manufacturing industry,while the minor industrial pollution and heavy industrial pollution Environmental regulation is weak.In order to promote the upgrading process of the manufacturing industry,the following policy recommendations are proposed,first,China should consider regional differences in the choice of environmental regulation intensity;Second,increase R & D funding and personnel input,promote the "made in China" to "China made" change;Third,change the policy of introducing foreign capital and improve the quality of foreign investment.
