Research On The Influence Of Environmental Regulation On The Transformation And Upgrading Of Manufacturing Industry

In the past few decades of reform and opening up,the extensive development mode has made China's environmental problems increasingly serious,which has seriously restricted the development of the manufacturing industry.At the same time,China's manufacturing industry is at the low end of the global value chain for a long time,and it is urgent to strengthen its international competitiveness through structural adjustment.How to ensure the balance between environmental governance and the development of the manufacturing industry and even a win-win situation has become an issue that needs to be discussed and solved.In this context,this paper studies the impact of environmental regulation on the transformation and upgrading of manufacturing,and helps to provide appropriate policy for the national and local governments.Firstly,based on the existing literature at home and abroad,this paper defines the connotation of the transformation and upgrading of the manufacturing industry.It believes that the transformation and upgrading of the manufacturing industry should include two dimensions:one is the "higher"upgrading of the manufacturing structure,and the second is manufacturing.On the basis of relevant theories,the system analyzes the internal and external impact mechanism of environmental regulation on the transformation and upgrading of manufacturing industry.Secondly,this paper builds the manufacturing through the four dimensions of capital,labor,technology and output value.The industry structure "higher" upgrade indicators,and from the pollution emission intensity,distinguish the clean industry in China's manufacturing industry,and build a "clean" transformation index of manufacturing.Finally,this paper combines the relevant data of 30 provinces and cities in China from 2003 to 2016 to construct a panel data model,and empirically analyzes the different impacts of different types of environmental regulation on the transformation and upgrading of manufacturing.The results show that at the national level,the administratively-constrained environmental regulation has a non-linear effect on the transformation and upgrading of China's manufacturing industry,and the role of market-incentive environmental regulation is not significant.At the regional level,there are also large differences in the regression results between the eastern,central and western regions.In terms of upgrading the manufacturing structure,different types of environmental regulations in the eastern region have a "U"-type effect on them,but the role of market-incentive environmental regulation is more significant.The market-incentive environmental regulation in the central region played a major role and showed a significant "U" effect on the upgrading of the manufacturing structure.The western region is more prominent in the role of administratively constrained environmental regulation.In the clean transition of the manufacturing industry,the market-incentive environmental regulation in the eastern region and the administratively-constrained environmental regulation in the central and western regions all showed the effect of suppressing and promoting the clean transition of the manufacturing industry.The conclusion points out that environmental regulation should be formulated according to the characteristics of regional development and the degree of development of the manufacturing industry in order to make greater use of the effect and promote the transformation and upgrading of the manufacturing industry.Finally,the article puts forward corresponding policy recommendations based on the empirical conclusions.First,increase innovation support,attach importance to the protection of property rights of innovation achievements,and fully encourage high-tech industries to play a driving role.The second is to speed up the elimination of backward production capacity,and at the same time give the cleaning industry a certain cleaning subsidy to encourage its development.Third,it is necessary to scientifically set the system and intensity of environmental regulation in accordance with regional differentiation and promote the transformation and upgrading of the manufacturing industry.
