Manufacturing industry is an important part of industry and an important engine of economic development in Shandong Province.Since the reform and opening up,Shandong Province has thoroughly implemented the policy of the Party Central Committee,seized the opportunity and made great progress.In the process of promoting industrialization,Shandong Province has gradually established a modern manufacturing system with complete categories and solid foundation,and has become a leading manufacturing province in the country.Although the high-energy consumption and low value-added manufacturing industry has promoted the economic development,it has also brought serious environmental pollution problems and serious damages to the ecological environment in Shandong Province.Such extensive development is difficult to sustain.In recent years,the Shandong provincial government has paid more and more attention to environmental protection issues,and has issued a series of environmental policies and regulations for promoting the healthy and sustainable development of manufacturing industry.In the critical period of the transformation of old and new kinetic energy in Shandong Province,it is of great significance to study the relationship between environmental regulation and the transformation and upgrading of manufacturing industry to coping the new normal of the economy.This paper uses a combination of theoretical analysis and empirical analysis to explore the impact of environmental regulation on the transformation and upgrading of manufacturing.According to "Porter hypothesis","pollution shelter hypothesis",public product theory,externality theory and industrial ecology theory,this paper divides the transformation and upgrading of manufacture into green manufacturing transformation and advanced manufacturing structure in the theoretical analysis section.It analyzes the direct impact of environmental regulations on manufacturing transformation and upgrading,and through technological innovation,foreign direct investment.It also analyzes the indirect impact of the four aspects of enterprise access and social demand on the transformation and upgrading of the manufacturing industry.Theoretical research shows that environmental regulation may have a "U" or inverted "U" influence on the green transformation of manufacturing and advanced manufacturing structure.In the empirical research section,this paper first uses a descriptive statistical analysis method to analyze the current situation of the manufacturing industry in ShandongProvince and the current situation of environmental pollution.By constructing a comprehensive index of the economic system and an environmental system,it calculates the coupling and coordination.The study found that Shandong Province’s environmental regulations have achieved initial results.The coordination between the development of manufacturing and the ecological environment has shown a good trend.However,the problem of unreasonable manufacturing structure,the coupling between economic development and environmental protection is still out of balance,and there is room for further improvement of environment quality.Secondly,this paper uses panel data from various cities in Shandong Province to construct a panel regression model to test the impact of environmental regulation on the transformation and upgrading of manufacturing.It is "U" type,which shows that it is necessary to consider moderation when formulating environmental regulations.A lower level of environmental regulation is difficult to promote the transformation and upgrading of the manufacturing industry.Environmental regulation only promotes the manufacturing transformation and upgrading after reaching the inflection point.The green transition of the manufacturing industry reaches the inflection point before the advanced level of the manufacturing structure,which indicates that the green transition of the manufacturing industry in Shandong Province has a certain driving effect on the advanced level of the manufacturing structure with the increase of the intensity of environmental regulations..Technological innovation has a positive impact on the transformation and upgrading of the manufacturing industry in Shandong Province.Technological innovation is conducive to improving the resource utilization rate of enterprises,reducing dependence on labor,resources and other production factors,reducing pollutant emissions,and promoting manufacturing enterprises to become more advanced and cleaner.Move forward to optimize the manufacturing structure.Social demand has a significant positive effect on the green transformation of the manufacturing industry.The improvement of consumers’ environmental protection awareness and consumption concepts will encourage enterprises to green production in order to meet the market,thereby promoting the transformation of regional manufacturing industry towards greening.The entry and exit of enterprises has a significant positive effect on the advanced structure of the manufacturing industry,increasing the green barriers for enterprises to enter the region,and promoting the gradual withdrawal of polluting enterprises from the market.Considering the problems existing in the development of the manufacturing industryin Shandong Province,this paper put forwards some suggestions for promoting the transformation and upgrading of the manufacturing industry in Shandong Province,such as strengthening the innovation capacity of manufacturing enterprises,formulating reasonable environmental regulatory policies,and guiding green consumption.There are two innovations in this paper.First,coupling coordination model is used to quantitatively analyze the current state of manufacturing development and the ecological environment in Shandong Province.Second,the primary energy consumption of manufacturing unit GDP is used to study the green transformation of manufacturing and the measurement indicators for measuring manufacturing transformation and upgrading is innovated. |
