Manufacturing reflects a country’s productivity level and is an important factor in distinguishing developed and developing countries.However,compared with the rapid development of modern science and technology,China’s manufacturing industry is in the low level of the world value chain.Manufacturing industry urgently needs to transform and upgrade to adapt to the development of science and technology and improve international competitiveness.At the same time,with the rapid development of China’s manufacturing industry,especially the expansion of production emissions,China’s environmental problems are becoming increasingly severe,and the clean transformation of manufacturing industry is imminent.Therefore,from the perspective of environmental governance,this paper studies the role of environmental policy in the transformation and upgrading of manufacturing industry,which can not only strengthen the governance of the environment,but also provide strategies for accelerating the transformation and upgrading of manufacturing industry.Based on this background,on the basis of the existing documents,this paper selects the data of 31 provinces,municipalities and autonomous regions from 2008-2019,and explores the level of the manufacturing industry and the influence of the manufacturing industry through comprehensive evaluation and spatial measurement.The main work of this paper is as follows: first,this paper studies the existing literature,then combs the influence path of manufacturing industry transformation and upgrading,and determines the specific direction and content of this paper;second,from the five dimensions of economic contribution,quality benefit,sustainable development ability,innovation ability and information technology,this paper establishes a comprehensive evaluation index system of manufacturing industry transformation and upgrading degree in China,comprehensively evaluates the degree of manufacturing industry transformation and upgrading in various cities of our country,and describes the status of manufacturing industry transformation and upgrading in the whole country and in the east,middle and west regions;Thirdly,using the degree of transformation and upgrading of manufacturing industry calculated by comprehensive evaluation as the explained variable and three different types of environmental policies(command control,economic incentive and public participation)as the main explanatory variables,the spatial dynamic panel model is constructed.The different effects of different environmental policies on manufacturing transformation and upgrading are analyzed at the national level and in the east,middle and are analyzed respectively.The results show that: the degree of transformation and upgrading of manufacturing industry is uneven,the degree of transformation and upgrading of manufacturing industry in eastern China is much higher than that in other regions;the spatial aggregation effect of manufacturing industry transformation and upgrading in China is becoming stronger and stronger;the transformation and upgrading of manufacturing industry is time-delayed;the command-controlled environmental policy and the public participation environmental policy play a positive role in the transformation and upgrading of manufacturing industry;the economic incentive environmental policy plays a significant positive role in the eastern region and hinders the central and western regions,but not significant.Finally,according to the research results of this paper,combined with the latest "14th Five-Year Plan " of the government,this paper puts forward the following policy suggestions: perfecting the environmental governance system,improving the technological innovation ability of enterprises,and guiding the balanced development of manufacturing industry in various regions.
