From Pudong new area to Xiongan new area,there are 19 national-level new areas set up in China,including 3 in Northeast China – Dalian Jinpu new area(JNA),Harbin new area(HNA)and Changchun new area(CNA).The establishment of national-level new areas is the new fundamental core for the renaissance of its location.It will also be the guideline of urban-rural development and the model of achieving new ideas.National-level new areas must obey “Two-Mountains”principle which confirms that ecological and green development are the core strategy ideas and construction instructions.They are the basics of the development of proposing policy and carrying out plans to measure green index and determine the ecological symptom.It is a simple and efficient green measurement analysis method which is based on the green measurement analysis of dynamic information representation in land cover.With quantitative and qualitative research,it could analyze and emphasize the variation of green measurement distribution in national-level new areas,represent problems and difficulties,and provide scientific basics for green development planning and strategy.The national-level new areas must implement the “Two mountains” idea and follow green development path.It is one of the landscape architecture leading edge topics that quantitatively and qualitatively explores the ecological value of ground covering.To have a further understanding and measurement of the ecological value,it is necessary to introduce green measurement and green measurement evaluation.Specifically,green measurement is.Green measurement evaluation is a review method to quantitatively and qualitatively identify the green development status and variation based on ground covering space-time characterization.It is the goal of this thesis to explore the theory of green measurement evaluation and evaluate the green measurement of Northeast China new areas.Moreover,by comparing them with other new areas case in the domestic and overseas,this thesis can evaluate and reveal the practical status and variation trend of the green measurement in Northeast China new areas with a proposed green development strategy,which explores both of the theoretical meaning and practical value.The research starts with the theory of national-level new areas development,summarize and discuss the related research in new cities and new areas.As part of fundamental research,it is well discussed for the green planning and development of urban new areas,green planning and development of national-level new areas,ground covering and related techniques and green measurement evaluation theoretical framework.The new classification method for ground covering is proposed and divided ground covering into three categories of ecological functional type,non-ecological functional type and semi-ecological functional type.The main research method of this thesis sit to collect and process satellite remote sensing images via GIS-based Arc GIS toolkit,then propose the processing method for achieving different ground covering spatial characterized visualization and.computing ground covering classification via pixels percentage of different ground covering categories.To explore ground covering green measurement evaluation model and system,multiple aspects including principle,content and preparation of green measurement evaluation are discussed to identify green measurement evaluation method.A green measurement evaluation system is proposed consist of selecting green measurement evaluation index;determining layers of green measurement evaluation system;discussing green measurement evaluation basic information and data acquirement,including ground covering classification and verification of remote sensing images and the acquire method of green measurement evaluation data;building mathematical model for green measurement evaluation,including static model and dynamic mathematical models.During the procedure of building models for green measurement evaluation,multiple objective indexes related to ground covering space-time characterization are introduced such as covering rate and protecting rate which avoids subjective bias and improve reliability of the review performance.These discussions enable a objective and scientific green measurement evaluation.For green measurement fundamental research,summarize Northeast China national-level new area and its nearby ecological environment;illustrate the extraction of green measurement evaluation information from basic data,remote sensing images acquirement,information extraction and organization;analyze Northeast China national-level new area ground covering space-time characterization and ground covering green measurement symptom based on ground covering spatial characterization visualized process,ground covering classification characterization and physical representation of green measurement critical indexes.It preliminarily explore the relation between normalized difference vegetation index(NDVI),normalized difference building index(NDBI)and monthly spatial averaged surface temperature(MSAST),which is NDVI decreases while NDBI and MSATST increases.For green measurement evaluation and comparison analysis,static and dynamic green measurement evaluation are evaluated in JNA;“Southern River Policy Coordination Area”,“Northern River Combination Development Area”and overall green measurement evaluation are evaluated in HNA;southwestern,northeaster and overall green measurement evaluation are evaluated in CNA.The comparison among these three Northeast China nation-level new areas are performed.They are also compared with overseas new urban areas – Irvine new urban area in the United States,Tsukuba new urban area in Japan and Sejong new urban areas in South Kore,and domestic new areas such as Pudong new area,Xixian new area and Xiongan new area.The urban land usage pattern and existed problems are discussed and analyzed.Based on evaluation and comparison,this thesis identify the status and level of green measurement in Northeast China national-level new area statically and dynamically.The result indicates that the green measurement in Northeast China national-level new area is at level B and showing a decrease trend.For green development strategy based on green measurement evaluation,the principle and goal of green development in Northeast China national-level new areas are discussed.An overall green development strategy is proposed therefore,with three detailed green development strategy for new areas.Furthermore,as an extension of the research,the green development strategy of working-living space and transportation coordinate optimization,the strategy of green basic facility and entertainment,and strategy of green living awareness and behavior guide are proposed which can benefit in increasing green measurement evaluation and providing fundamental knowledge for further discussion in comprehensive green measurement evaluation theory.The main innovations of the paper:The theoretical framework,index system and method based on ground covering space-time characterization are constructed.Based on satellite remote sensing image processing technology and Arc GIS,the extraction and visualization expression of ground covering representation are completed;propose a method of obtaining basic data of northeast China National-level New Areas and other new cities in domestic and overseas;a new method of ground covering classification is proposed,constructing a static and dynamic mathematical model of green measure evaluation;realize qualitative and quantitative green measure evaluation of National-level New Areas in northeast China and comparison analysis with examples of new cities in domestic and overseas;the principles,objectives,overall strategies,specific strategies and expansion strategies for the green development of state-level new areas in Northeast China are proposed.
