Research On The Measurement And Influencing Factors Of Agricultural Green Development Level In Five Provinces And Regions Of Northwest China Based On The Perspective Of Two Mountains Theory

In 2022,the report of the 20 th Party Congress pointed out that the most arduous and heavy task of comprehensively promoting rural revitalization and building a modern socialist country in all respects remains in the rural areas.Promoting the agricultural green development not only helps the implementation of the rural revitalization strategy,but also contributes to China’s economic development.In the context of accelerating industrial transformation and upgrading,Shaanxi Province,Gansu Province,Qinghai Province,Ningxia Hui Autonomous Region and Xinjiang Uygur Autonomous Region(the "five northwestern provinces and regions")are characterized by the weak economic foundation,the small-scale high-tech industries,and the low-level agricultural green development.As the gateway to China’s frontiers and resource-rich areas,the five northwestern provinces and regions are also characterized by a high proportion of rural population and an underdeveloped rural economy.Therefore,it is imperative to promote the agricultural green development in the five northwestern provinces and regions.First,based on the Two Mountains Theory,this paper constructs an agricultural green development index system by combining four criteria and sixteen indexes,namely,ecological civilization,industrial prosperity,innovation-driven and achievements benefit the people.Further,the entropy weight method is used to measure the level of agricultural green development in the five northwestern provinces and regions.The results show that the level of agricultural green development in the five northwestern provinces and regions varies regionally and develops unevenly on each criterion.Secondly,based on the relevant literature and Sustainable Agriculture Theory,Dual Structure Theory and Location Theory,the paper selects seven variables: industrialization level,fixed asset investment level,scientific research input level,financial support for agriculture,economic development level,urbanization level and urban residents’ consumption level,and uses the fixed-effects model to explore agricultural green development level in the five northwestern provinces and regions.The results show that industrialization level,urbanization level,urban residents’ consumption level,scientific research input level and financial support to agriculture have a facilitating effect on the agricultural green development in the five northwestern provinces and regions,while the level of farm households’ fixed asset investment and economic development level have an inhibiting effect on the agricultural green development in the five northwestern provinces.Finally,based on the findings of the study,suggestions are given to promote the agricultural green development and ecological environmental protection in the five northwestern provinces and regions.
