Feeding14percent of the world's population with just7percent of global farmland, which means we must insist on the policy of holding the rice bowl firmly. Food production is highly related to climate, economic development. With the increased food production imponderables, abandoned farmland and the loss of the rural labor, Food reserves give security to minimize volatility in food markets and dealing with emergencies as a national food security "reservoir".Chinese grain reserves management system through the Infancy stage, initial stage and perfect stage after1949.During the whole history, the core of Chinese grain reserves is the government. According to the different require of economic development, food security and social stability, the government carry out distinctive grain reserves management system which conform to the history and play an active role. The paper focus on the food reserves management system after2000for more effectively studying the Chinese grain reserves system from a management perspective.Because of the local government's "free rider", the utilitarian private enterprises and the slower development of the farmer reserves, the food reserves which must be offered by the government products as public goods can realize the real food security for improving macro-control capacity of national food, ensuring real quantity and good quality and ensuring government's regulation. The central government plays the decisive role in the reserves. The management system is the central vertical management, supported by the "central-place" hierarchical management.The NO.1Central Document in2004, showing clearly that "to carry out the provincial governor responsibility of 'rice bag', to clarify the food safety responsibilities between the central and the local." This thinking is the key of improve the grain reserves' efficiency, implement food reserves work and protect food absolute safety. Strengthening the local responsibility is better to lift the central macro-control ability, relieve the central's pressure and improve the response speed to the emergency.Basing on the new situation of national food security strategy, my paper tightly attention to the four levels, such as reasons, matters, improvements and choices to research with the public goods theory, the macro theory, the institutional change theory and the game theory. The reasons are thinking how to form the food reserves management system, the matters are analyzing these different management system, the improvements are giving some advice on how to make the central vertical management and the "central-place" hierarchical management better. This chapter includes two parts:theories and concepts.Chapter3:The history of Chinese grain reserves management system? According to the history,this chapter divides the grain reserves management system into three stages and analyze the reasons of the different grain reserves management system.Chapter4:The status quo of Chinese grain reserves management system. This chapter analyzes the development of Chinese grain reserves management system from government reserves and social reserves.Chapter5:Analyzing the matters on the status quo. Pointing to the matters of the central vertical management and the "central-place" hierarchical management, this chapter analyzed by the game models.Chapter6:Learn from experiences and future selection.
