Since the beginning of the 21 st century,the development of the new scientific and technological revolution has been accelerating.The new generation of information and communication technology,artificial intelligence technology,robot technology and other cutting-edge technologies are rapidly interwoven,integrated and applied to social production,forming a new interaction mode and interest relationship between capital and labor,promoting more diversification and complexity of labor relations,and bringing many new challenges to the system governance of labor relations and promoting contradictions in labor relations.The 19 th National Congress of the Communist Party of China made an important judgment that socialism with Chinese characteristics has entered a new era,emphasizing the need to improve the consultation and coordination mechanism in which the government,trade unions and enterprises jointly participate and to build a harmonious labor relationship.The Fourth Plenary Session of the 19 th CPC Central Committee further clarified the great significance of adhering to and improving the socialist system with Chinese characteristics,and promoting the modernization of the national governance system and governance capability.It stressed the need to build harmonious labor relations and promote the realization of decent work and all-round development for the majority of workers.Under the guidance of Xi Jinping’s new era of socialism with Chinese characteristics,it is of great theoretical significance and practical value to explore and deepen the study of labor relations in China.Based on the Marxist labor theory,this paper vertically combs the evolution law of labor relations in previous industrial revolutions from the historical dimension,elucidates the new features of the transformation of production modes in the new scientific and technological revolution from the realistic dimension,and analyzes the new contradictions and new problems faced by China’s labor relations in the technological transformation by analyzing the dual transformation features of labor and capital under the background of the new scientific and technological revolution.At the same time,it reflects and summarizes the institutional limitations of developed countries in adjusting labor relations in the new technological revolution.Finally,some suggestions are put forward to promote the modernization of China’s labor relations management system and management ability.The research holds that the new scientific and technological revolution has promoted the dual transformation of labor and capital,the digitalization of labor forms,the dematerialization of labor objects and products,the intellectualization of labor materials,and the recessive creation of labor values,and has promoted the formation of a new logic of accumulation and expansion of high-tech capital.Under the background of the new scientific and technological revolution,the management of labor relations in our country is faced with contradictions and challenges in employment,man-machine division of labor,income distribution and other aspects,imperfect labor relations regulation mechanism and imperfect labor legal system.We should not only grasp the strategic opportunity of the development of the new scientific and technological revolution and realize the leap in productivity under the progress of science and technology,but also base on the system background and system advantages of socialism with Chinese characteristics,guide the management of labor relations to a modern,legal and institutionalized pattern,and adhere to labor justice to guide the healthy and orderly development of labor relations.promote the innovation of labor relations contradiction mediation mechanism,and effectively safeguard the legitimate rights and interests of workers from the aspects of employment management,income distribution,trade union reform,tripartite coordination mechanism,etc.;We will build a harmonious and stable labor relationship,and improve the cooperative governance mechanism of labor relations,labor and personnel dispute mediation and arbitration mechanism and labor security supervision mechanism under the leadership of the party;We will promote the modernization of the labor legal system,improve labor legislation,labor justice and labor law enforcement,and bring the entire process of establishing,operating,supervising and mediating labor relations into the orbit of rule of law.
